<br />which Plan was supported by the Planning Commission on March 5, 2003. <br /> <br />Staff recommended approval is contingent upon the applicant complying with the following conditions: <br /> <br />a. The provision of a 10 foot wide storm sewer force main easement on the south property line, a pathway <br />easement, and an easement for the public overlook. <br /> <br />b. The relocation of the proposed retaining wall outside of the storm sewer force main easement. <br /> <br />c. A revised landscape plan to include a decorative fence and landscaping that will screen and separate the town <br />homes from the public path. <br /> <br />d. Extending the existing 8 inch water main (not a 6 inch as proposed) to the south side of the town home to be <br />constructed on Lot 10. <br /> <br />e. The grading proposed grading of the site being modified to eliminate overland drainage from crossing the path. <br />Said modification can include two locations for pips to carry drainage from the west to the east under the path and <br />into the storm management pond. <br /> <br />Mark Nelson, applicant representative of United Properties, had no further comment. <br /> <br />There were no further comments. Planning File 3595: Request by the Rottlund Company for an Amendment to the Twin Lakes Master Plan, <br />Preliminary Plat, Rezoning and General Concept Planned Unit Development Plan for Phase I of the Twin <br />Lake Redevelopment Area, to allow an 80 acre redevelopment including office, commercial and residential <br />uses. <br /> <br />Chair Traynor opened the hearing and requested Community Development Director Dennis Welsch to present the <br />verbal summary of the staff report dated October 6, 2004. <br /> <br />Mr. Welsch advised that Rottlund Homes, Master Developer for Twin Lakes proposes an 80 acre development <br />consisting of 30 acres of residential uses (730 units), 10 acres of office development (221,000 square feet of <br />building), 30 acres of retail and restaurant (331,500 square feet of building), and 10 acres of new road right of way <br />and ponding\public area. In order to complete this plan, an amendment to the master site plan is required. Also, <br />Rottlund is seeking approval of a concept PUD, Preliminary Subdivision Plat and Rezoning and at a later date <br />vacation of certain city rights of way. (A comprehensive plan amendment is not required to amend a master site <br />plan per attorney opinion dated 08/09/04.) <br /> <br />Rottlund Homes was chosen by the City Council as the Twin Lakes Master Developer in December, 2003. In <br />September, 2004 Rottlund proposed an 80 acre mixed residential and retail General Concept Planned Unit <br />Development to redevelop a portion of the Twin Lakes truck terminal area to be known as Phase 1 of Twin Lakes <br />Redevelopment. Construction could begin in late summer\fall of 2005 or early spring 2006. The proposal would <br />include the extension of Terrace Drive as Twin Lakes Parkway from Fairview to Cleveland Avenue with trail <br />connections to the 30 acre Langton Lake and Park. Mr. Welsch used a chart (below) to illustrate the land uses <br />within Master Developer's Phase 1 site plan. <br /> <br />Land Use Building S.F.
