She is <br />impressed with citizens and with developers and Stakeholder process. <br /> <br />Member Doherty explained how well the process has worked. The current site is deplorable. The city needs to take <br />action. Costs of clean up will not decline. There is no plan that will satisfy everyone. The market influences the <br />development. The office market is weak and may not rebound in the next 2 to 5 years. Large retailers may be <br />engines for other development. He is disappointed that housing does not involve children. Could this be a childless <br />community? He supports a more diverse population. Traffic will be bad everywhere regardless. <br /> <br />Member Boerigter explained he could echo many previous comments. Balance all the needs, the project should <br />move forward, it is not perfect. The land needs to be redeveloped. It cannot be developed piecemeal. This will be a <br />benefit for the city. Senior housing is dictated by the market as is retail and housing density. <br /> <br />Chair Mulder thanked staff. All decisions are between "two right things". He thanked the citizens who participated in <br />this process and framed the discussion. <br /> <br />Motion: Member Bakeman moved, seconded by Member Pust, to recommend approval of the proposed <br />amendment to the Twin Lakes Master Site Plan as prepared by the Twin Lakes Master Developer, Rottlund <br />Homes for the October 14, 2004 Planning Commission meeting, subject to approvals and permits from the <br />Rice Creek Watershed Organization and MnDNR. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />Motion: Member Bakeman moved, seconded by Member Boerigter, to recommend approval of the <br />Preliminary Plat and Subdivision as prepared for the October 14,2004 Planning Commission meeting by <br />Rottlund Homes, as Master Developer, creating a park and pond dedication, 490 town home lots, 240 <br />Condominium lots; and three retail or office lots, subject to approvals and permits required by the Park <br />and Recreation Commission, Rice Creek Watershed Organization and MnDNR, Ramsey County and <br />MnDOT. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried <br /> <br />Motion: Member Pust moved, seconded by Member Doherty, to recommend approval of the ordinance <br />rezoning the Twin Lakes parcels from 1-1, 1-2, and B-4 to Planned Unit Development with an underlying <br />zoning of B-6, Mixed Use Business Park District as per the site plan and preliminary plat submitted and <br />reviewed at the October 14, 2004 Planning Commission meeting, to become effective upon final approval <br />by the City Council of the planned unit development agreement and publication of the ordinance. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried <br /> <br />Motion: Member Pust moved, seconded by Member Bakeman, to recommend approval of the Concept PUD <br />as prepared for the October 14,2004 Planning Commission meeting by Rottlund Homes, as Master <br />Developer, for an 80 acre mixed-retail, office, and residential planned unit development consisting of park <br />land and cash-in-lieu dedications, storm pond with overlook and trails, 490 townhomes, up to 5 stories <br />with 221,000 s.f. of office building, 240 condominium units, and retail office uses, subject to approvals and <br />permits required by the Rice Creek Watershed District and MnDNR, Ramsey County and MnDOT and <br />subject to three conditions: 1) City staff shall work with the Master Developer to formulate a traffic <br />reduction and redistribution plan designed to decrease traffic flow in adjacent residential areas; 2) The <br />project will comply with the city shoreland ordinance, Chapter 1016, or specify any deviations from said <br />ordinance for approval by the City Council; 3) The project will be constructed in such a way that it is <br />consistent with LEED design standards as discussed in the September 27,2004 memorandum submitted <br />to the city by the Master Developer. Final approval by the City Council will be considered after all <br />conditions and required documents and permits have been submitted for final approval. Final approvals <br />are considered a separate application process. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />(The 2nd phase development, further to the east, is to be reviewed by staff and the Planning Commission at <br />subsequent public hearings prior to issuance of permits.) <br />
