<br />The Community Development staff recommends approval of the 15.5 foot variance to Section 1004.02D5 (Dwelling <br />Dimensions - Front Yard Setback) and a variance to Section 602.02 (Parking on Boulevard Prohibited) of the <br />Roseville City Code for Roland Gisvold allowing the construction of a 20 foot wide by 22 foot deep attached garage <br />at 970 Transit Avenue, subject to the following conditions: <br /> <br />a. The proposed front yard addition (north) is limited to an encroachment of a distance not to exceed 15.5 feet or to <br />a point no closer than 14.5 feet from the front yard property line. The garage can be designed with a west facing <br />door and a new "L" shaped drive is possible, without parking in the boulevard. <br />b. The addition matches or is to be similar to that of the existing building in color and/or materials. <br />c. Gutters and downspouts are placed along the eve of the additions where appropriate to properly direct roof <br />drainage onto the subject parcel and away from neighboring properties. <br />d. Windows be placed along the north and east building wall to break up the long mass. <br />e. The review and approval of a building permit consistent with the approved plans and variance. <br /> <br />Member Traynor asked if the current garage would become living space. (No, storage space). Thomas Paschke <br />explained parking in driveway versus boulevard. He explained options for on-site parking. <br /> <br />Vice Chair Mulder asked if Transit is planned to be widened (No plan). <br /> <br />Vice Chair Mulder asked if there is City liability for having a car parked in the Boulevard (No added liability). <br /> <br />Member Traynor asked if a condition could be added to require no parking in the driveway for safety purposes. <br />Thomas Paschke explained that the City attempts to retain the right-of-way, but administering conditions and code <br />is difficult. <br /> <br />Member Ipsen asked what applicant response was (Opposed because of trees and driveway removal). <br /> <br />Member Peper asked if trees along the west side would be removed (None). <br /> <br />Mr. Gisvold said the City staff proposal would require tree removal. He said he was opposed to the staff proposal <br />because it would abut windows, remove trees and create backing problems. Mr. Gisvold said he has no plans to <br />park in the boulevard area. <br /> <br />Member Bakeman said he now has two cars and a boat. <br />There were no public comments offered. <br /> <br />Vice Chair Mulder closed the hearing and asked the Commission for comments. <br /> <br />Member Bakeman stated she was concerned with parking on the boulevard because of safety-line of sign issues <br />on adjoining property when backing out of the driveway. <br /> <br />Vice Chair Mulder said the massive nature of the architecture may require windows and/or other treatment to <br />eliminate stark walls. <br /> <br />Vice Chair Mulder stated the City alternative creates as many problems. The applicant's proposal works well, but <br />parking in the boulevard should not be allowed. <br /> <br />Member Bakeman said she does not like either option. <br /> <br />General discussion ensued regarding garage depth. <br /> <br />Motion: Member Bakeman moved, seconded by Member Traynor, to recommend approval of a variance to <br />Section 1004.02D5 of the Roseville City Code for Roland Gisvold, 970 Transit Avenue, allowing the <br />construction of an attached two stall garage based on the findings in Section 5 and conditions of Section 6 <br />and a condition that no parking on the driveway of the project report dated May 7, 2003. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />b. Planning File 3465: Request by Kenneth Berger, 3063 Victoria Street, for a Variance to Section 1004.01A9 <br />(Prohibited Location) to allow construction of a detached accessory building in the front yard. <br /> <br />Acting Chair Mulder opened the hearing and requested City Planner Thomas Paschke provides a summary of the <br />project report dated May 7,2003. <br />
