Planning File 3468: Request by Manuel Gutierrez, 421 Crescent Lane, for a corner side yard setback <br />Variance to Section 1 004.02D to allow construction of a detached garage closer to the property line than <br />the principle building. <br /> <br />Acting Chair Mulder opened the hearing and requested City Planner Thomas Paschke provide a summary of the <br />project report dated May 7,2003. <br /> <br />The City Planner indicated that Manuel Gutierrez has requested a 3 foot variance to Section 1004.01 A7 (Location) <br />and Section 1 004.02D4 (Side Yard Adjacent a Public Street) to allow construction of a 24 foot (720 square foot) <br />detached accessory building (garage) at 421 Crescent Lane. <br /> <br />The proposed improvement to the Gutierrez parcel attempts to meet the goals and objectives of the Housing Plan. <br />Specifically, the Housing Plan encourages reinvestment into existing housing to provide increased functionality to <br />retain families within the community to maintain a quality neighborhood. The proposed detached accessory building <br />would provide a 24' x 30' two car detached garage. <br /> <br />Based on the information provided and the findings in Section 5 of the project report, staff recommends approval of <br />a 13 foot variance to Section 1004.01 A7 and 1 004.02D4 of the Roseville City Code to allow construction of a <br />detached accessory building at 421 Crescent Lane, subject to the following conditions: <br /> <br />a. The applicant locating the lot's property pins and based on that, developing a scaled site plan, with dimensions <br />for structures and driveway, thus allowing the Community Development Department to verify the lot's impervious <br />coverage. <br />b. The parcel being limited to 3,528 square feet of impervious coverage, which could require a reduction in the size <br />of the proposed addition to the house. <br />c. The detached accessory structure being set back a minimum of 7 feet from the north (side yard) property line <br />and 27 feet from Irene Street (east corner street) property line. <br />d. The existing garage and driveway being removed within one year of the approval date of the variance and the <br />drainage being redesigned to reduce ponding in the yard, creating rain garden infiltration, and sheet flow to the <br />south yard area as illustrated in the applicant's landscape plan dated 04/04/03. <br />e. The review and approval of a building permit consistent with the approved plans and variance. The new building <br />to match the existing building in color and/or materials. <br /> <br />Sally Gutierrez, applicant, noted the existing drive and one car garage is deteriorated and must be removed. In the <br />future an addition to the west side of the house would be added. A 72 inch separation between the new garage and <br />the house is minimal. There is a grade difference to the north property line. The gable will reduce the impact; <br />landscaping is bountiful. <br /> <br />Thomas Paschke noted two emails (Morton, 422 Crescent, and Abbot, Irene Street). <br /> <br />Vice Chair Mulder closed the hearing. <br />
