Planning File 3472: Request by John Bentfield, 1321 Ryan Avenue, for a Variance to Section 1004.01A3 and <br />1004.01A6 of the Roseville City Code to allow construction of a detached accessory building in the rear <br />yard, including driveway improvements, of the premises. <br /> <br />Vice Chair Mulder opened the hearing and requested City Planner Thomas Paschke provide a summary of the <br />project report dated May 7,2003. <br /> <br />John Bentfield seeks approval of an 8 square foot variance to Section 1004.01 A3 (Detached Accessory Building <br />Size), a 1,083 square foot (13.4%) variance to Section 1004.01 A6 (Maximum Total Surface Area), and a 2 foot <br />Variance to Section 1 004.01A8 (Minimum Setbacks) of the Roseville City Code to remove the existing garage, <br />portions of the driveway and construct a 728 square foot (28 foot wide by 26 foot deep) detached accessory <br />building in the rear yard, which includes additional driveway pavement, at 1321 Ryan Avenue. <br /> <br />Based on the information provided and the findings in Section 5 of this project report, staff recommends approval of <br />an 8 square foot variance to Section 1004.01 A3, a 1,083 square foot variance to Section 1004.01 A6, and a 2 foot <br />variance to Section 1 004.02D5 of the Roseville City Code for John Bentfield to allow construction of a detached <br />accessory building and additional driveway pavement at 1321 Ryan Avenue, subject to the following conditions: <br /> <br />a. The parcel being limited to 3487.5 square feet of impervious coverage. <br />b. The detached accessory building being limited to a size of 728 square feet. <br />c. The detached accessory structure being set back a minimum of five feet from the north (rear yard) property line <br />and the detached accessory and driveway being limited to a minimum setback of three feet from the east property <br />line. <br />d. The existing attached garage and 39 foot by 7 foot front driveway being removed prior to the issuance of a <br />building permit. <br />e. Gutters being installed on the detached accessory structure to properly direct rain water and snow melt away <br />from adjacent residential parcels. <br />f. The review and approval of a building permit consistent with the approved plans and variance. The new building <br />to match the existing building in color and/or materials. <br /> <br />Vice Chair Mulder asked about the existing accessory structure building in the rear yard. <br /> <br />Member Traynor asked for clarification from Thomas Paschke regarding calculation of impervious surface. <br /> <br />John Bentfield, 1321 Ryan Avenue (applicant), said he will remove the existing shed in the back yard. <br /> <br />There were no further comments.
