Planning File 3473: Request by the Minnesota State Fair for an amendment to their Interim Use Permit to <br />include two additional park-and-ride sites (Centennial United Methodist Church, 1524 County Road C-2, <br />and Roseville Lutheran Church, 1215 Roselawn Avenue). <br /> <br />Vice Chair Mulder opened the hearing and requested City Planner Thomas Paschke provide a summary of the <br />project report dated May 7,2003. <br /> <br />The Minnesota State Fair seeks an amended Interim Use Permit (approved 3/4/02) to allow the operation of two <br />additional park and ride lots (Centennial United Methodist Church and Roseville Lutheran Church), which if <br />approved, the total number of park and ride sites will increase to nine. <br /> <br />Based on the information provided, the Community Development staff recommends approval of the additional two <br />sites into the existing Interim Use Permit, allowing for temporary off-street parking of vehicles and bus <br />transportation to the Minnesota State Fair Grounds, Centennial United Methodist Church (206 stalls), 1524 County <br />Road C-2, and Roseville Lutheran Church (215 stalls), 1215 Roselawn Avenue, subject to the following conditions: <br /> <br />a. The hours of operation at each of the seven sites are limited from 8 a.m. to midnight during the 12-day <br />Minnesota State Fair. <br />b. Each site must have a minimum of one portable restroom that is cleaned on a regular basis (every four days). <br />c. Each site must have trash containers appropriately placed throughout the site to encourage use. Each trash <br />container must be emptied daily. <br />d. Each site must be monitored (walked by volunteer staff) hourly between the hours of 8:00 a.m. and 7:00 p.m. <br />and every half hour between the hours of 7:00 p.m. and midnight. <br />e. Each site is allowed directional signage and a "lot full" not exceeding 28 inches by 36 inches. Directional signage <br />must be placed on the site directing users away from local residential streets. Set up and take down of directional <br />signage and other pertinent information must take place daily. <br />f. All bus traffic must take place on collector or arterial roads. <br />g. The City has the ability, should certain altercations, events or issues arise, to shut down a lot if deemed <br />necessary by the City Manager of his/her assignee. <br />h. The Community Development staff, based on citizen complaints, will administratively review each IUP to <br />determine whether modifications are necessary and forward for appropriate action. <br />i. The Interim Use Permits have a four year time line expiring in September 2006. <br />j. Each site must have a certificate of insurance with the Minnesota Risk Management Division for liability. <br /> <br />Thomas Paschke explained that six emails opposing the Roseville Lutheran site were received. Most comments <br />deal with increased traffic, hours of operation and busses in residential area, garbage and cars parked on the <br />streets. <br /> <br />Member Traynor asked if there was a neighborhood meeting prior to the IUP hearing (no). <br /> <br />Vice Chair Mulder asked how long these permits would be available (four years and running continuous with the <br />other seven park and ride lots). <br /> <br />Thomas Paschke explained the past experience with Bethany Baptist and St. Rose of Lima. Thomas Paschke <br />explained conditions of managing the sites by the State Fair. <br /> <br />Member Ipsen asked how many IUP park and ride sites there are in Roseville? (Seven). <br /> <br />Steven Grans, Transportation Coordinator of the State Fair, explained the process of park and ride establishment. <br />There is no permission to park overnight. Rowdy behavior is coordinated by fair staff with notice to local police. <br /> <br />Member Bakeman asked about bus routes: Roseville Lutheran - Roselawn to Lexington, through Como Park, St. <br />Rose of Lima stays on Hamline; Centennial- C2 to Hamline to Covenant Church to Hamline to Fair site. <br /> <br />Member Traynor asked if other sites were adjacent to City Parks (High School). Member Traynor asked what hours <br />and week days? <br /> <br />Member Bakeman noted that the Centennial parking lot driveways are narrow. <br />
