The method of park dedication (land or fee) must be reviewed by the Park & Recreation <br />Commission and a recommendation included in the final action by the City Council. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br />The Planning Commission requested that staff require a review by Xcel and inform the developer to be present at <br />the City Council meeting. <br /> <br />b. Planning File 3603: Request by Glen Koskin (Boaters Outlet) for an Interim Use Permit to allow outdoor <br />seasonal storage of boats in the rear of the property located at 1705 County Road C. <br /> <br />Chair Mulder opened the hearing and requested the City Planner, Thomas Paschke, to summarize the request as <br />per the project report dated November 3, 2004. <br /> <br />Thomas Paschke indicated Glen Klostin, owner of Boaters Outlet, leases the east ~ of the former Fruehauf Trailer <br />office area and a small portion of the service garage from Recor, Inc. (property owner). Boaters Outlet is an office <br />and boat showroom & service (repair) use which is permitted in the 1-2, General Industrial District. However, Mr. <br />Kloskin desires to include an outdoor service and seasonal storage area on the eastern portion of the premises. <br /> <br />He further advised that the Roseville City Code, Section 1007.015, allows enclosed or screened outdoor storage of <br />material and non-motorized equipment with an approved Conditional Use Permit. However, in August 2004, the <br />City Council enacted a moratorium over all property within the Twin Lakes Redevelopment Area. The Council did <br />afford property owners the ability to seek an Interim Use Permit for specific uses or improvement projects, such as <br />the one desired by Mr. Kloskin. <br /> <br />A general discussion ensued regarding continuations of the topic because the applicant was not present. Chair <br />Mulder asked what complication precluded the developer from attending the meeting. Member Traynor asked if this <br />is a precedent. <br /> <br />Thomas Paschke explained the interim use permit process. Storage has been on this site in the past. This <br />application also is for storage of a mobile vehicle. Thomas Paschke explained the staging of storage space for <br />boats. <br /> <br />There being no further public comment, Chair Mulder closed the hearing. <br /> <br />Member Pust asked for clarification of section 6.1 c: "the interim Use Permit is good for up to three years from the <br />date of Council approval but no longer than 60 days after the rescinding of the current moratorium (in less than 3 <br />years)." The staff must notify the applicant of the end of the moratorium, after which (within 60 days) the applicant <br />must apply for a Conditional Use Permit. <br /> <br />Motion: Member Bakeman moved, seconded by Member Boerigter, to recommend approval of a three year <br />Interim Use Permit in accordance with Section 1012.09A and B of the Roseville City Code for property <br />located at 1705 County Road C (portion of the former Fruehauf Trailer) subject to the conditions of Section <br />6, as amended, of the project report dated November 3, 2004 as indicated below: <br /> <br />1. 100% Opaque fencing or chain link with slats must be installed to replace the fencing adjacent to County <br />Road C and for 16 feet along the east property line (see attached diagram). <br /> <br />2. No outdoor display, signage on boats or storage of boats is permissible within the front yard and the <br />front parking lot and all boats parked there currently must be removed form the parking lot to the storage <br />area. <br /> <br />3. The Interim Use Permit is good for up to three years from the date of Council approval, but no longer <br />than 60 days after the expiration or rescinding of the current moratorium. <br /> <br />Ayes: 5 <br />Nays: 1 <br />Motion carried. <br /> <br />Planning Commission members commented that trash on the site must be cleaned up. <br />
