<br />process. <br /> <br />Member Pust, in condition 7b of the staff recommendations, suggested there should be a clear, long term <br />commitment to the transit hub at the mall, through the PUD agreement as well as the contract between the Mall, <br />the City, and Metro Transit. <br /> <br />Member Pust, in condition 7c of the staff recommendations, clarified that the City, County, MnDOT, and Metro <br />Transit should participate and complete a verified funding plan to construct the needed public traffic and transit <br />improvements. <br /> <br />Member Doherty expressed concern with the parking and traffic issues - these must be resolved first, noting how <br />frustrating the traffic congestion is now. <br /> <br />Chair Mulder recommended providing direction on the importance of these ideas. <br /> <br />Deb Bloom explained the need to work with Parsons (Mall Engineer and Traffic Consultant) on further mitigation of <br />traffi c. <br /> <br />Member Doherty estimated that up to 30 days of peak capacity parking and traffic at and surrounding the mall is <br />possible if this proposal is built. <br /> <br />Member Bakeman asked that, in condition 7d of the staff recommendations, additional importance be placed on <br />designated (signed and marked) pedestrian pathways and safe access from all parking lots and B-2 to the mall, life <br />style center, and theater. <br /> <br />Motion: Member Mulder moved, second by Member Doherty, to recommend approval of the amended <br />planned unit development - general concept, subject to the conditions stipulated in Section 7 below (as <br />amended by the Commission) of the project report dated December 1, 2004. <br /> <br />a. The provision of a parking plan with anchor and general mall floor plans to allow the City Planner to <br />verify the required number of parking spaces, including park and ride spaces, and transit riders per the <br />City Code. <br /> <br />b. The provision of a letter from Metro Transit endorsing the proposed location of the transit hub, the <br />location of the bus staging area and location of the park-n-ride lot and consideration of a condition in the <br />PUD that requires the Mall to provide a location for a Regional Transit Hub at the Mall, subject only to <br />Metro Transit's wishes to retain a hub at the Mall. (The Transit Hub is part of the City's comprehensive plan <br />concepts for traffic management and disbursement in Roseville.) <br /> <br />c. Review and approval of the traffic study and proposed access improvements by the Ramsey County <br />Traffic Engineer, MnDOT, the city, and Metro Transit. <br /> <br />d. Completion (City, County, Rosedale) of the work necessary to create a safe, accessible, clearly marked <br />and signed pathway system on the south side of County Road B2 and through the parking/traffic <br />movement areas that will improve pedestrian access to the mall, life style center, and theater. <br /> <br />e. Access to the theater must be provided from both parking lots. This will require a direct pedestrian <br />access from the lower level (west) parking lot. <br /> <br />f. The Public Works Department must complete the review and approve of the grading, drainage, sidewalk <br />and trail, and utility plans proposed with the General Concept and Final Plan submittal. All plans, including <br />the location of fire hydrants (per Fire Marshal) and utility services connections, require the approval of the <br />Public Works Department. In addition, the applicant is required to receive the approval of the storm water <br />management plan by the Rice Creek Watershed, prior to the Final Planned Unit Development Plan approval <br />by the City Council. <br /> <br />g. The provision of a lighting plan for the all revised parking lots and the building, which plan must meet <br />the requirements of Section 1010.12. <br /> <br />h. The provision of a revised landscape plan that incorporates additional plantings in all newly created <br />curb islands and within the area surrounding the storm management pond. <br /> <br />i. The provision of a snow removal plan that eliminates any of the parking areas adjacent to the addition, <br />specifically the theater, from temporary or permanent snow storage. (The Mall has proposed a snow <br />melting operation as an alternative.) <br /> <br />j. The provision of a signage plan for both building façade signage and any proposed monument/pylon <br />
