<br />City of Roseville - Planning Commission Agenda for January 5, 2005 <br /> <br />Page 2 of3 <br /> <br />Member Bakeman explained the current attendance at the 5:00 p.m. meetings. The applicants have all <br />talked with the neighbors and come prepared. <br /> <br />Member Doherty explained the need for a change to 35% coverage in residential areas. What have the <br />past few years shown? He explained he would support mailings to adjoining residential lots only for <br />residential variances. <br /> <br />Staff will check with other first ring cities and with the watershed districts about changing to 35%. <br /> <br />Member Doherty asked staff to consider solutions for pre-existing, non-conforming lots. <br /> <br />The Sign Code should be reviewed for contemporary regulations in other cities. Member Pust will assist in <br />the review. <br /> <br />Thomas Paschke asked if the Planning Commission should review and recommend new/revised sign <br />regulations. Thomas Paschke will prepare background work for the Commission and communicate with <br />John Shardlow and others. <br /> <br />A discussion of detached structures and lot coverage ensued. Staff will prepare examples for feedback. <br /> <br />Regarding Variance Board notices and appeals, staff will prepare changes to allow all notices, including <br />appeals, to be done in one mailing prior to the meetings. <br /> <br />Regulations relating to attached or detached structures were discussed. Two-thirds of variance requests <br />deal with garages and lot coverage. The context (neighborhood) is very important. Thomas Paschke <br />explained that garage expansions many times lead to expanded living space. <br /> <br />Staff and the Variance Board should continue to monitor for trends. <br /> <br />The Variance Board (consisting of Planning Commission members) term begins April 1 ; the <br />Council appoints Planning Commission members in March. The Planning Commission may <br />recommend members to the City Council. <br /> <br />5. Public Hearings: <br /> <br />None. <br /> <br />6. Other Business: <br /> <br />a. 2005 Land Use Maps: Comp Plan, Zoning, Street Map, Parks <br /> <br />The Planning Commission would like to invite David Windle to discuss mapping. <br /> <br />b. PF#3612: Discussion of Ordinance Revising RV Parking Section of City Code <br /> <br />The Planning Commission was informed that the City Council discussed this issue in November, <br />2004 and requested additional information from the Commission prior to further action. <br /> <br />The City Planner, Thomas Paschke, indicted that the State has changed classifications relating to <br />RVs and Trailers and further that the City Code language is also out of date regulating storage on <br />residential properties. <br /> <br />The Planning Commission discussed the recommended Code amendments. <br /> <br />Staff will invite Don Munson and Rick Talbot to present reports on RVs to the Planning Commission. <br /> <br />c. 2004 Year in Review <br /> <br />http://www.ci.roseville.mn.us/councillplanning/minutes/2005/pm050105.htm <br /> <br />2/7/2005 <br />
