<br />City of Roseville - Planning Commission Agenda for February 2, 2005 Page 2 of 7 <br /> <br />The batch and aggregate uses were deleted from the list of permitted industrial uses in 2003 (Section 1007) <br />because the few remaining industrial areas in Roseville are close to office and/or residential areas. General <br />concerns would center on noise and vibrations of the crushing, mixing, and hauling operation. However, Shafer has <br />provided data that indicates negligible off site vibrations and noise levels under MPCA requirements. Road <br />construction (specifically at the project site - County Road C) are exempt (by state law) from MnPCA requirements. <br />No EAW or other environmental document is required for this activity. <br /> <br />I n review of the proposal, staff has concluded that utilizing the Terminal Road/Long Lake Road route to and from the <br />project site will create less of an impact and disruption (vehicle conflicts) to the business along Walnut Street. The <br />number of trucks necessary to assist in the construction of County Road C would be reduced due to the proximity of <br />the temporary recycling and concrete mixing site. This in turn reduces the amount of fuel used and consequently <br />fewer emissions. Centralizing the recycling and mixing operation is an efficient and effective manner in which to <br />reconstruct roads, which can reduce overall construction time. <br /> <br />Mr. Paschke explained that the Community Development Staff recommends approval of the interim use permit for <br />the reasons stated in Section 5 of the project report dated February 2, 2005, subject to the following conditions: <br /> <br />a. The temporary recycling of former road base material shall be only from the County Road C and other affiliated <br />streets. <br /> <br />b. Shafer Contracting shall erect silt fencing around the periphery of the parcel as a "best management practice" to <br />control potential stockpile erosion during in the event of a rain storm. <br /> <br />c. Water and dust palliatives shall be used to control dust from trucks and gravel processing. City staff will also <br />monitor dust on the site. <br /> <br />d. Street sweeping shall be used as necessary or as required by the Public Works or Community Development <br />Department (per the City Street Cleaning Policy - attached) to reduce dirt from affecting adjacent roadway surfaces. <br /> <br />e. Truck hauling of material to be recycled and that to be replaced as base material, and the hauling of concrete for <br />the new roadway surface shall utilize the Terminal Road to Long Lake Road to County Road C route. Empty trucks <br />returning to the operation site and those trucks hauling materials necessary for the project, including aggregate, <br />cement and water, shall be allowed to use Walnut Street, Cleveland Avenue, and Fairview Avenue. However, during <br />the City's mill and overlay project, Walnut and/or other appropriate routes will be allowed. <br /> <br />f. Hours of operation shall be limited from 7:00 .a.m. to 10:00 p.m. weekdays and 7:00 a.m. to 9:00 p.m. on <br />weekends. <br /> <br />g. The Interim Use Permit shall be allowed for a period of one year of from April 2005 to August 2006, unless <br />otherwise requested by Shafer Contracting three months prior (May 24, 2006) to this expiration date. <br /> <br />Chair Mulder asked for details of how long re-bar will be retained on the site? He asked if there was concern <br />regarding wear of Terminal Road. (Deb Bloom explained the reconstruction of Terminal Drive in 2006.) Member <br />Bakeman asked if others had called. Terminal Drive is a ten ton road. <br /> <br />Member Pust asked for hours of construction (7am to 9pm). Is there significant noise or dust? (studies show minimal <br />impacts; there are MPCA standards). The City Engineering staff will monitor the site. <br /> <br />Scott Spizak, Shatter Contracting, explained that the road construction contract is from April 2005 to August 2005, <br />but they hope to complete the project earlier. This site (for recycling) is close, allows fewer trucks, recycling of <br />materials. Shafer has done this same procedure on Highway 96 near Shoreview City Hall. In answer to re-bard <br />recycling, it will be removed daily. Shafer also monitors dust and will have water trucks for dust control. The hours of <br />operation will typically be 7:00 a.m. to 7:00 p.m. daily. West bound County Road C will be constructed first (Mayor <br />June) with the east bound done in late 2005. The batching operation will only be used twice during the project. <br /> <br />Member Doherty asked who will do street sweeping (Shafer or subcontractor). <br /> <br />Chair Mulder asked if the contractor must keep the road clean (yes). <br /> <br />Member Ipsen asked if concerns have been expressed by adjoining neighbors (none). <br /> <br />There were no comments or questions from the public. Chair Mulder closed the hearing. <br /> <br />Motion: Member Bakeman moved, second by Member Doherty, to recommend approval of the interim use <br />permit for Meritex and Shafer Contracting to establish a temporary concrete recycling area on the 4.65 acre <br />triangular parcel adjacent to Terrace Drive and the Minnesota Commercial rail line for a period from April <br />2005 to August 2006, based on the comments of Section 5 and the conditions of Section 6 of the project <br /> <br />http://www.ci.roseville.mn.us/councillplanning/minutes/2005/pm050202.htm <br /> <br />3/31/2005 <br />
