Planning File 3575: Request by Dennis Guptil for a PRELIMINARY PLAT, REZONING, and GENERAL <br />CONCEPT PLANNED UNIT DEVELOPMENT to redevelop 185 North McCarrons Boulevard from a single <br />family residence into a 3 story, 43 unit condominium (south parcel) and 6 town homes (north parcel). <br /> <br />Chair Mulder opened the hearing and requested City Planner Thomas Paschke to provide a brief verbal summary of <br />the project report dated February 2, 2005. <br /> <br />Mr. Paschke explained that Dennis Guptil seeks approval of a Preliminary Plat that takes the 2.6 acre parcel and <br />creates 7 lots (one large lot and 6 town home lots, both with common area); a General Concept Planned Unit <br />Development for a 43 unit condominium and 6 town home units; and a Rezoning of the property from R-1, Single <br />Family Residence District to Planned Unit Development with an underlying zoning of R-3, General Residence District <br />and R-6, Townhome District. The project area at 185 McCarrons Boulevard lies between the Galilee Evangelical <br />Church and the National Guard Armory. The parcel also has frontage along Elmer Street. <br /> <br />In September of 2003 the Housing & Redevelopment Authority began the McCarrons Neighborhood Study centered <br />on redevelopment options for 185 McCarrons Boulevard. In addition, the study reviewed future land uses for not only <br />185 McCarrons Boulevard but other sites such as the Armory, commercial sites on Rice Street and other <br />underutilized or at risk residential sites. The study "process" attempted to bring together different land owners, <br />churches and public agencies such as the city, watershed district and school district, to partner in planning the future <br />of the area. <br /> <br />Mr. Paschke explained the zoning of the site and the surrounding sites as well as the City policy of utilizing the <br />Planned Unit Development process within redevelopment areas. He noted that in February 2004 the Planning <br />Commission provided Dennis Guptil comments and direction regarding a sketch plan proposal. <br /> <br />The proposed condo and town home developments are required to connect to Roseville sanitary sewer and water <br />mains. In the case of sanitary sewer, a lateral extension to serve both the 43 unit condo and the 6 town home units <br />must be designed to adequately serve these structures. The General Concept Plan indicates these laterals as being <br />extended from existing service in the McCarrons right-of-way for the condo and from the Elmer Street right-of-way <br />for the town homes. Final plans must be reviewed and approved by the Public Works Department. Similarly, a water <br />lateral will be sized appropriately and extended to each of the developments. A storm water management plan and <br />wetland protection will be required. The submitted plan included a buffer strip around the wetland for added <br />protection and a small pond/infiltration area adjacent the church parking lot and McCarrons Boulevard. Staff has <br />been discussing the options of creating an infiltration swale along Elmer Street, in the existing easement and <br />drainage route, to effectively handle run-off from this site as well at the church and armory parking lots. <br /> <br />The remaining utilities, such as electricity, cable, telephone, and natural gas, will be designed and coordinated <br />through the Public Works Department to be underground, and utilize a joint trenching system where applicable. <br /> <br />The condominium structure is "L" shaped to fit better with the southern site and the wetland, with the majority of the <br />structure having a presence along the wetland and western property line. 43 underground parking spaces are <br />proposed. Mr. Paschke explained the setbacks, site parking, height and proposed materials of structures. He noted <br />that the condominium parcel will be rezoned to Planned Unit Development (PUD) with an underlying zoning of R-3, <br />General Residence District. <br /> <br />Thomas Paschke also explained the town homes which will consist of a single structure of 6 units fronting on Elmer <br />Street. The town home unit will be either a rambler look-out or walk-out depending on the location and site grade. <br />The parcel has a highpoint near the northeast corner and slopes approximately 9 feet in a southwesterly direction to <br />the wetland. Units may include a porch, deck, and/or patio depending on final design and proximity to the wetland. <br />Each unit will have 2 garage parking stalls. He explained the materials, setbacks, and parking and shared access. <br />These 6 units and the associated land will be rezoned to Planned Unit Development (PUD) with an underlying <br />zoning of R-6, Townhouse District. <br /> <br />Thomas Paschke explained that the proposed grading plan is currently being reviewed by the Capital Regions <br />Watershed District and the Roseville Public Works Department. A handout of the concerns of the Watershed District <br />(dated January 31, 2005) was distributed at the meeting.
