Pat Dolan went over how the information was gathered. Member <br />Willenbring asked what this report meant to the Commission. Bloom said <br />that it is a requirement for the permit to have a public information meeting <br />and that since the Commission had worked through the plan, this would be <br />a good forum. The usual procedures were followed for notifying the <br />public of this information meeting. <br /> <br /> The plan will be promoted at the Roseville Home & Garden Show on <br />January 31. Member Willenbring said he liked this idea and would like to <br />volunteer to work in the booth. <br /> <br /> The plan will also be featured in the City’s open house in July. <br /> <br /> Schwartz said that the City is looking into proclaiming April as Roseville <br />Cleanup Month. <br /> <br /> Member Willenbring asked about the storm drain stenciling program. Pat <br />Dolan explained a new procedure that is being tested. Stickers are placed <br />directly on the concrete warning residents not to put inappropriate <br />materials in the drains and what the outcome would be. Dolan said the <br />goal is to have stickers on all storm drains in the city. Stenciling is still <br />going to be done. <br /> <br /> Member Willenbring questioned why residents can fertilize within up to <br />10’ of a wetland and why the buffer isn’t larger. Bloom said the fertilizer <br />ordinance was adopted just this last year by Community Development. <br />Member Willenbring asked Bloom to look into both his concerns. <br />Member Rossini asked if variances have been given to anyone who wants <br />to build closer than 50’ from a wetland. Bloom said there have been a <br />couple approved around Lake Owasso. <br /> <br /> Member Wilke asked for any public comments. <br /> <br /> Todd Howard, 2765 Fernwood Avenue, praised the Commission and staff <br />on the report and the efforts being made in the city. <br /> <br /> 7. Other Items <br /> <br /> Member Wilke said that during the Leaf Pickup Program he had noticed <br />quite a lot of leaves left in the gutters, and that if the City did a better job <br />of picking up the leaves maybe more residents would want to participate. <br />Schwartz said that the city was covered twice this year. The program is <br />again budgeted for 2004; but there will be a higher registration fee, which <br />may have an impact on the number of users. <br /> <br /> Regarding a previous request to tour the traffic management center at <br />Mn/DOT: Schwartz has contacted them and they are willing to give a <br />tour. All agreed that 5:00 p.m. before the next meeting would work. <br />Page 3 of 4 <br /> <br />
