construction is $2.25 million, $450,000 of which would come from
Roseville. Maintenance cost would be $4,000 per mile. Member
Anderson liked the idea of Rosedale being a partner in this project. The
deadline for the federal funding on this project is September 30, 2004.
Plans and specifications and right-of-way acquisitions need to be
completed by that date. Construction would be in 2005.

Member Willenbring asked if they were anticipating any problems
obtaining rights-of-way. Bloom responded that based on experience with
other projects the acquisitions should not be a problem.

Member Willenbring asked about the steepness of the right-of-way on part
of the south side of B-2, would that make a difference in where they put
the pathway. Bloom said that is exactly the kind of thing they need to
look at in determining the route of the path. Power pole location is
another thing that will enter into the decision-making process.

Member Marasteanu asked if this is the first 8’-wide trail in Roseville.
Schwartz responded that many current bituminous trails are already 8’,
and any that are reconstructed are brought up to the 8’ standard.
Roseville’s sidewalk standard is 6’-wide concrete.

Bloom presented a list of questions to the Commission for their input.
First, is this project in the best interest of Roseville. Member Willenbring
said it was, as he has witnessed people walking on B-2 without the benefit
of a decent pathway. Member Anderson said that if it gets more people
out on their bikes, it’s good for him. Second, is this project consistent
with city policy? Member Willenbring thought that it was. Third, does
the capital investment make sense for the City of Roseville. Member
Willenbring said that there’s money that has to be spent anyway for
maintenance in that area so the additional money spent to rebuild the trail
is worth it.

Bloom requested that the Commission make a recommendation on this
issue to the Council.

Member Anderson moved to proceed with the federal grant opportunity.
Member Marasteanu seconded

Ayes: 3
Nays: 0
Motion carried

7. Other Items

Deb Bloom thanked Members Wilke and Willenbring for working with
her at the Roseville Home & Garden Show.
