7. Discussion of Roselawn Avenue Turnback

Schwartz gave a history of the turnback program. The state conducted a
study in 1993 that resulted in the legislature appropriating money for
jurisdictional changes for roadways. The study identified the appropriate
function of roadways and which jurisdiction is served by them. Nine
miles of county roads were identified in Roseville to be turned back to the
City. At this point, seven of the nine miles have been turned back; and the
county is proposing to turn back the rest of Roselawn from Hamline to
Fulham. This segment is on the border of Roseville and Falcon Heights.
The county will be doing mill and overlay from Fairview to Fulham.
They’ve already done the segment between Snelling and Fairview, but we
requested they do a crack-seal. The segment east of Snelling needs to be
fully reconstructed so the City has asked for a cash contribution.

Member Willenbring asked why the turnback stops at Fulham. Schwartz
said that cooperation is needed from the local jurisdiction and Lauderdale,
which borders most of that segment, isn’t interested in having the road
turned back to them.

No one on the Commission had any opposition to the turnback.

8.Other Items

Member Willenbring said that he would like to see the City push residents
into storing storm water on their own property instead of letting it go
directly into the storm sewer.

9.May Agenda

Transit Shelters
City Center Project Update and Tour

10.Adjournment
