Those changes include: <br /> <br />llii The number of Roseville residents <br />recycling and the amount they recycle <br />have stayed about the same since 1992 <br /> <br />llii Every Minnesotan is making more <br />garbage (just over a ton a year) despite <br />efforts at waste reduction, reuse and <br />recycling <br /> <br />I!i Garbage haulers are no longer <br />required to take our trash to a facility <br />that processes it into fuel for electricity <br />plants <br /> <br />I!i More of our garbage is being sent to <br />out of state landfills <br /> <br />llii Consolidations in the garbage <br />hauling industry resulting in fewer <br />haulers serving Roseville residents <br /> <br />o Residents surveyed are pleased with their <br />garbage service. Sixty-three percent rated it <br />excellent and 33% rated it good. Seventy-nine <br />percent said the rates seem fair for the service <br />provided; 16% said the rates were too high for <br />the service provided. <br /> <br />o Residents surveyed said they are con- <br />cerned about where their garbage goes and <br />would prefer garbage haulers take trash to a <br />resource recovery facility instead of a landfill. <br /> <br /> <br />Garbage being processed at a <br />Resource Recove,y Facility. <br /> <br />o Residents surveyed said the most impor- <br />tant part of a garbage collection system would <br />be keeping it low cost. <br /> <br />o Among the improvements in the recycling <br />program residents would like are: to accept <br />more materials and to improve the bin system <br />by either making them bigger, covered or <br />wheeled, or to provide more bins. <br /> <br />o Roseville is not meeting goals set by the <br />City Council to reduce waste and increase <br />recycling. <br /> <br />o Roseville is not meeting the State's hierar- <br />chy that calls for waste reduction and reuse, <br />recycling, composting, using resource recovery <br />and avoiding using landfills to dispose of our <br />trash. <br /> <br />o Only about a third of Roseville apartment, <br />condo and townhome residents can recycle <br />where they live. <br />
