<br />o Roseville charges apartment buildings, <br />condos and townhomes a recycling fee, but <br />doesn't provide recycling service to them. <br /> <br />o Roseville's population is aging. Since <br />1990, Roseville had nearly four times the <br />percentage growth in residents over age 75 as <br />Ramsey County and Metro areas. <br /> <br />o Roseville has traditionally designed <br />programs to meet the needs of elderly resi- <br />dents. For instance garbage and recycling <br />haulers are required to offer walk up service. <br />And the City of Roseville offers a senior <br />discount on water bills; more than 25% of <br />water accounts receive the senior discount. <br /> <br />o Roseville residents are paying more for <br />garbage service than our neighbors in cities <br />that contract for service. <br /> <br />o A 1999 study shows that 35% of our <br />garbage by weight is paper and 26% is organic <br />material such as food scraps much of which <br />could be recycled or composted. <br /> <br />Key Recommendations <br /> <br />o Offer a Citywide clean up day run by a <br />company or companies in which residents will <br />be charged for disposal and Roseville subsi- <br />dizes 1/3 of the disposal cost. <br /> <br />o Expand and enhance communication to <br />residents about the proper ways to dispose of <br />electronics, appliances, brush, yard waste and <br />other items that cannot or should not be put in <br />your trash. <br /> <br />o Require garbage haulers to annually give <br />their customers a complete list of their disposal <br />services and rates. <br /> <br />o Expand Roseville's recycling program to <br />include all apartment buildings, condos and <br />townhomes. <br /> <br />o A few Minnesota cities are using or testing <br />organics collection and composting programs <br />to help residents reduce their garbage. <br /> <br />o In the next five years millions of comput- <br />ers and television sets will become obsolete <br />nationwide. They contain lead and other <br />hazardous materials, however there is no <br />organized program to collect old electronic <br />items and keep them out of our trash. <br /> <br />o Seventy-eight percent of homeowners and <br />70% of multi-unit complex residents surveyed <br />said they would be very likely or somewhat <br />likely to take items to a City-organized clean <br />up day. <br /> <br />o City staff says illegal dumping is not a <br />problem on City land. However they say <br />illegal storage of appliances, furniture, brush <br />and other items on personal property is a <br />significant problem. <br /> <br />o Explore ways to increase the number of <br />Roseville homeowners who recycle and in- <br />crease the amount they recycle. <br /> <br />o Meet the City's and State's environmental <br />goals by designing a garbage system that uses <br />environmentally preferred management of <br />waste. Of the methods studied by the Commit- <br />tee, an organized collection system run by a <br />consortium of private haulers appears to give <br />the City the best, and perhaps only, means to <br />meet the City's and State's environmental goals <br />and balance citizen interests and concerns. <br /> <br />2 <br />
