<br />C) Hwy 280/County Road B Access Closure Municipal Consent <br />Hearing December 2, 2002 - Commission members discussed the <br />pros and cons of the proposed reconstruction. <br />D) Result of Recycling Decision by the City Council... The Council <br />confirmed the Commission's recommendation and voted to offer the <br />contract to Waste Management with the pilot project for single <br />source to happen as soon as feasible. <br />E) Grass Lake Watershed Management Organization - This <br />organization is managed under a joint-powers agreement between <br />Roseville and Shoreview. The two Roseville board members' terms <br />are expiring at the end of this year, and the Council authorized <br />advertising for these vacancies through December 20. <br /> <br />5. Bus Shelter Design Selection <br /> <br />The City has been approached by Outdoor Promotions Inc. who want to put new <br />bus shelters in Roseville. They pay for installation and maintenance and sell <br />advertising that is placed on the shelters. There are several design options from <br />which to choose or they could design something specifically for us. 40 possible <br />sites have been identified, but they would probably start with 15 or 20. <br />Commission members liked the idea of heated shelters, and preferred some <br />ornamentation with a curved or pitched roof. They would like to see two or <br />three designs used throughout the City. <br /> <br />6. LED Signal Change-out Program <br /> <br />Roseville pays for the power for some signals in the city and pays Ramsey <br />County and Mn/DOT for maintenance. We need approximately 160 red LED's, <br />224 green and 90 "Don't Walks" to replace the current fixtures for a cost of <br />$11,520 for the reds, $32,032 for the greens, and $6,750 for the "Don't Walks", <br />plus sales tax. The LED's are eligible for an energy rebate program, which <br />would be roughly $20,000 total. The total cost for replace after rebates would <br />be $33,463, tax included. Member Wilke said he spoke with someone at <br />Ramsey County and was told the payback would be around 2 Y2 to 3 years. <br />Ramsey County will do the installation without charge because of the reduction <br />in maintenance for them. Public Works Director Schwartz indicated the City <br />will have to budget for these replacements but could begin the project with <br />existing funds as they are available. <br /> <br />Member Wilke moved to go ahead with new LED's as quickly as possible. <br />Member Rossini seconded. <br /> <br />Ayes: 5 <br />Nays: 0 <br />Motion carried <br /> <br />Page 2 of3 <br />
