<br />RosevilIe Public Works and Transportation Commission <br /> <br />Agenda Item <br /> <br />Date: April 24,2003 <br /> <br />Item No: 7 <br /> <br />Item Description: Selecting Projects for Federal Funding Solicitation Process <br /> <br />Every two years, the Twin Cities Metropolitan Area, through the Metropolitan Council, <br />undertakes the regional solicitation process to selcct transportation projects to receive funding <br />under three federal programs: Surface Transportation Program (STP) Urban Guarantee, <br />Congestion Mitigation Air Quality Program and STP Transportation Enhancements. The <br />solicitation proccss uses a set of qualifying criteria to determine if a proposed project or program <br />is eligible to receive funds, based on fedcral guidance and regionally adopted policies. <br />Prioritizing criteria are used to evaluate the anticipated benefits of the proposed projects and <br />develop a ranked list from which projects are selected to receive funding. New projects and <br />programs would have to be responsive to the adopted goals and objectives of the region. Projects <br />that are recommended for funding through this solicitation process will be programmed in the <br />Transportation Improvement Program for funding authorization in years 2007 and 2008. <br />The draft 2003 Regional TEA-21 Solicitation Package is tentatively scheduled to be adopted in <br />June 2003 and the solicitation officially started shortly thereafter. <br /> <br />The City of Roseville and Ramsey County have historically done very well when competing for <br />these federal funds. Projects such as the Dale Street Pathway, County Road C Regional Trail, <br />and Larpenteur Avenue all used federal funds as part of their overall financing. The County <br />Road C ReconstlUction and Streetscape project is another project that will be constlUcted with <br />these funds. The following are potential projects that could qualify for STP funds: <br /> <br />. Reconstmction of the I-35W ramp at County Road C and Cleveland. This would <br />eliminate the westbound County Road C loop and reconstruct the signalized intersection <br />to accommodate the additional trips that are a part of the Twin Lakes Redevelopment <br />proposal. <br />. County Road BI Snelling Avenue interscction reconstlUction: This intersection was <br />ranked as one of the top 10 most dangerous in the Metro Area in 1999. The City has <br />been working with the County, State, and Property owners, on identifying ways to <br />improve intersection safety. <br />. Other: Does the commission have another project that they would like staff to look into? <br /> <br />Recommended Action: <br /> <br />Recommend projects to the City Council for federal funding solicitation process. <br />
