<br />Infornlation was provided regarding the impact of the governor's levy <br />limit plan and how it might affect capital projects. <br /> <br />At the time of this meeting, Deb Bloom was unable to obtain copies of the <br />book Funding Street Construction and J'vfaintenance in Minnesota's Cities: <br />Providing tools to help cities preserve their road and bridge capital <br />assets. (January 2003). These will be provided at a later date. <br /> <br />5. Ramsey County Construction Update <br /> <br />Dan Soler from Ramsey County was on vacation and unable to attend the <br />meeting. This item was postponed until the April meeting. <br /> <br />6. Review Final Draft of the Comprehensive Stornl Water Management Plan <br /> <br />Dan Edgerton gave a brief overview of the plan, focusing on the <br />development and redevelopment requirements. <br /> <br />Shabana Hameed went over the problem areas in Roseville and outlined <br />the recommendations that are included in the rcport, and also went over <br />the MPCA permitting process. The five problem areas discussed were: <br /> <br />Gluek Lane/Fairview & Hwy 36 Area <br />Arona Pond <br />St. Rose/Dellwood/Skillman Ave Area <br />Avon St near Valley Park <br />Ladyclipper Park/So Ow as so Blvd <br /> <br />The next step is to incorporate the watershed and Council comments into <br />the third draft and then get final Council approval. <br /> <br />7. Concept Plan - United Properties (Arona Site) <br /> <br />Deb BlOom updated the Commission on what is planned for the old Arona <br />site. The development area stretches from Hamline to Arona and will <br />include senior housing, condos, single-family homes and some <br />commercial and retail properties. ConstlUction will tentatively begin this <br />year. Public Works will be involved in the construction of a road <br />cOlmection between the two sections of Terrace Drive. Preliminary <br />designs have been done, and the process is now in easement acquisition. <br /> <br />8. Other items <br /> <br />None <br /> <br />Page 2 of3 <br />
