Roseville Public Works and Transportation Commission

Agenda Item

Date: June 26, 2003

Item No: 7

Item Description: Bus Shelter Siting Discussion

For well over a year now, staff has been working with a Denver firm that is interested in placing
transit shelters and related amenities at select bus stop locations in Roseville. Most recently, at
the May 12, 2002, Council Meeting, the City Council sought public input regarding transit
amenities. Input was received from US Bench who maintains 50+ bus benches throughout the
City. They stated they co-locate with shelters in Minneapolis and St. Paul, and their desire is to
co-locate if there are bus shelters allowed in Roseville. A Metro-Transit representative also
addressed concerns of who the public perceives as the owner of transit amenities. They asked
that the City establish responsibility for maintenance at shelter sites with the shelter company.
The shelter company should be responsible for the maintenance and be expected to perfonn in a
timely manner.

The Council was concerned about potential conflicts with existing bus bench sites and requested
shelter sites. Some Council members stated ridership and other siting criteria should be
developed for shelters and that the Public Works and Transportation Commission should be a
part of this process.

Attached are several items of information regarding this issue: Council minutes from the May
12,2003, discussion, information regarding proposed shelter locations, siting criteria, and other
general information from Outdoor Promotions Inc., the company interested in locating bus
shelters here. Also included are the proposed changes to the existing bench ordinance and a
copy of the proposed shelter franchise ordinance.

A representative of Outdoor Promotions will be at the Commission meeting to answer questions.

Recommended Action:

A motion indicating the recommendation of the Commission on the following:

~ Co-location of advertising bus benches and shelters
~ Siting criteria for transit shelters
~ Other concerns regarding transit amenities

Move:

Ayes:

Second:

Nays:
