Member Wilke questioned how often the high pressure hose truck is used
during the year. Schwartz replied that it is City policy to flush every
sewer once every three years. There are sewers on an annual basis if
there's a root problem or by a restaurant causing a grease problem.
Member Wilke said that if it was sitting idle, we could share it with
another city.

Member Wilke questioned how our supplies and materials are obtained,
do we let bids or buy from a state list. Schwartz responded that they are
purchased several different ways: through the state, through the county
and request for bids. Member Wilke asked ifthe City ever gets price
comparisons instead of using the existing supplier. Schwartz said yes,
that's done often.

Member Wilke asked if the City has a work item that's lagging behind
because of not enough manpower or money. Schwartz said that we do in
the area of grass mowing, especially along County Road C and Snelling
where Ran1sey County and MnlDOT have cut back due to budget
shortfalls. Residents are asking why we can't just mow even though it's
not our jurisdiction. The City of Falcon Heights is already mowing along
Snelling. We can do that, but we have to consider the cost. Schwartz
asked the Commission for input on this issue.

Member Rossini asked who mows City property. Schwartz said it's done
by Park Maintenance.

Member Wilke asked why the railroad isn't responsible for keeping their
property mowed along Snelling and suggested that the City contact them
about it. Maybe we can maintain it and then bill the railroad. Schwartz
said that he would contact them and see what they had to say.

Member Anderson wondered what Falcon Heights budget would be for
maintaining Snelling. Currently, our budget does not include money
designated for maintaining these properties.

Member Rossini asked if we had the manpower to maintain these
properties or if we would have to contract out. Schwartz said that we
would have to either give up something else or hire additional staff.
Member Rossini asked if it wouldn't be better to just hire it out. Schwartz
said possibly, but we'd have to evaluate it.

Member Wilke suggested that volunteer groups could help with
maintenance.

Member Wilke asked what happens to money that is budgeted for a certain
purpose, i.e. snowplowing, but then isn't needed for that year. Schwartz
said that, generally, it flows back into the same fund.
