<br />''--'<"~'' '.,.".~... <br /> <br />SURROUNDING COMMUNTIES STREET LIGHT POLICY <br />June, 2003 <br /> <br />CITY OF WOODBURY <br />Since 1981 residential street lights are required in all new developments in Woodbury. <br />They may be added by petition from residents in older developments; the cost is assessed <br />to all benefited properties. Energy and maintenance costs added to utility bill. <br /> <br />The street lighting policy provides the city engineer with the authority to place street <br />lights at intersections, at the ends of cul-de-sacs, at sharp turns and steep hills on city <br />streets, and at the entrance to or within publicly owned parking facilities. Street lighting <br />is considered on a request basis. A petition, which has been signed by affected property <br />owners, must be submitted to the city. The approval rating must be 33%. The cost of <br />providing new streetlights is assessed to all benefited properties. <br /> <br />In some parts of the Woodbury, decorative street lighting systems are in place. These <br />wcrc typically placcd as part of the subdivision improvcmcnts undcr an agrecment with <br />the city whereby the property owners reimhurse the City for the monthly charges as part <br />of the quarterly utility billing. The policy also contains provisions for existing <br />neighborhoods to petition the city for this type of lighting system. <br /> <br />CITY OF MAPLEWOOD <br />Policy in practice but could not find any written policy. The City installs streetlights on <br />comers at no charge. If a resident/owner requests any additional lights, they need petition <br />of surrounding area and bring it to council. The council can approve it and City pay for it. <br />If the Council denies it, they can still get the light but the abutting properties would be <br />assessed. <br /> <br />CITY OF SHOREVIEW <br />If resident requests for streetlight on overhead electrical, no cost to residents. Petition <br />must have signatures of 50% of abutting property owners affected (200 feet). Ifrequire <br />underground wiring and cost to City, then have a few times installed them in at resident's <br />costs. Energy and maintenance cost added to utility bill. <br /> <br />Interested in creating streetlight utility for maintenancc and energy costs by Xcel. <br />Estimates would be $2-3 a quarter. In new developments, developers pay for installation <br />of streetlights and City maintains them. <br /> <br />CITY OF NEW BRIGHTON <br />No assessments for streetlights. Lights installed along intersections and other requested <br />areas but follow guidelines in resolution. Only on wooden poles. 33% must approve of <br />lights before Council approval. Interested in creating a streetlight utility. <br /> <br />City policy is to place streetlights at all intersections, all cul-de-sacs of 300 feet in length,. <br />minimum spacing of 660 feet along sidcwalks or pathways, on vertical sags, and where <br />safety hazards exist. <br />
