Pamphlets and brochures were sent out regularly to the <br />public, educating them on what a street light utility is, what <br />the benefits of having it are and how the need came about for <br />changing the way this service is to be provided. Public hearings <br />were also held to give residents an opportunity to speak about <br />the issue. In this survey, there was not one city that was <br />deterred by public resistance from implementing a street light <br />utility program. It is thought that the strong public relations <br />effort was responsible for this. <br /> <br />HOW MUCH REVENUE CAN IT GENERATE? <br /> <br />There are a number of factors that can affect the amount of <br />revenue this program can generate. Rate structures are one of <br />the factors. Rate structures vary depending on the property <br />classification. In one of the cities surveyed, family dwelling <br />units (single family, mUlti-family, duplex, apartment, condo and <br />mobile home) pay less than ring route commercial industrial <br />property which pay less than commercial/industrial property. <br />Rates for family dwelling units can range from $2.80/quarter to <br />$5.40/quarter. Commercial/ industrial rates can range from <br />$16.98/quarter to $28.50/quarter depending on acreage. These <br />rates are sometimes figured backward from forecasted expenditures <br />of maintaining the service and the cost of special projects to <br />improve upon the existing system. <br /> <br />Another factor in determining the amount of revenue this program <br />can generate is the number of dwelling units and the amount of <br />industrial/commercial property acreage in the city of Mounds <br />View. The figures from 1990 census data show Mounds View <br />currently has 4702 occupied housing units. Mounds View also has <br />280 acres of commercial/industrial property. Based on these <br />figures, at a rate of $1.00/month/residential unit and <br />$7.00/month/acre for commercial/industrial, Mounds View could <br />generate: <br /> <br />RATE <br /> <br />UNITS <br /> <br />REVENUE <br /> <br />ALL RESIDENTIAL <br /> <br />$1.00 <br /> <br />4702 <br /> <br />$4702 <br /> <br />COMMERCIAL/INDUSTRIAL <br /> <br />$7/acre <br /> <br />280 acres <br /> <br />$1960 <br /> <br />monthly total $6662 <br /> <br />annual total $79944 <br /> <br />minus annual costs to NSP $47000 <br /> <br />amount leftover for capital costs, <br />administrative costs and special projects $32944 <br />
