The city may contract with any qualified person for collection, <br />storage, incineration, volume reduction, transportation, Or other services necessary to <br />prepare abandoned motor vehicles and other scrap metal for recycling or other <br />methods of disposal, <br /> <br />(2) Qualified person. For the purposes of this section, a qualified person shall mean any <br />person licensed by the Minnesota Pollution Control Agency who meets the reQuire- <br />ments for solid wastes disposers established by said agency pursuant to Minnesota <br />Statutes. <br /> <br />(i) Penalty. Any person violating section 6.4 of this chapter shall be guilty of a petty <br />misdemeanor. <br /> <br />Sec. 6-5. Street lighting system. <br /> <br />(a) Determination of location. The council shall determine by resolution from time to time, <br />the streets, or other public or private areas on which the city shaJJ instaJJ and operate street <br />lighting .ystems and shall deternrine in which category each property i. classified, as said <br />categories are hereinafter defined. <br /> <br />Ib) Categories of street lighting. The categories of street lighting shall be deternrined by the <br />type oflighting provided which shall be: <br /> <br />(1) Omamantel. Pedestal type poles, served by underground power. <br /> <br />(2) Overhead. Street lights attached to poles served by overhead power. <br /> <br />Ic) Costs. The costs of the street lighting system shall be apportioned among the users in the <br />manner described in chapter 14. <br /> <br />(d) Billing units. The number of billing units in each category shaJJ be the aggregate sum <br />of every dwelling unit, ""cupied or unoccupied, in the residential classifications served and <br />every commercial or industrial office, gtore, plant, warehouse or institution in other classifi- <br />catinns served. <br /> <br />(el Apportionment of costs. The total costs for each category shall be divided by the total <br />number of billing units to arrive at the cost apportioned to each billing unit and directed to the <br />same person or entity to whom the sewer and water billing is sent. Any property not connected <br />to the city Sewer and water system shall be billed quarterly and the billing sball be sent to the <br />owner of the premises in question. <br /> <br />(t) Certification of past due fees. Any past dUB .treet lighting system fees in excess of 60 <br />days past due on September 1 of any year may be certified to the county auditor for collection <br />with real estate tllJ<es in the following year pursuant to Minn. Stat. ~ 444.075. subd. 3. In <br />addition, the city shall also hsve the right to bring a civil action or to take other legal remedies <br />to collect unpaid fees. <br />(Ord. No. 74-28; Ord.
