Street lights do provide an indirect <br />benefit to security, however, should not be installed solely for seCl rity purposes unless, traffic <br />safety benefit can be justified. <br /> <br />The lighting system should conscientiously respond to the energy ssues of the times - both in <br />terms of the amount of energy to be consumed and the potential CI st of the energy. Th , Public <br />Works Director/City Engineer shall periodically recommend to tl e Council the reloc ltion or <br />removal of existing lights in the event they are too close per Ci y standards or are. eemed <br />hazardous or unnecessary for traffic safety purposes. <br /> <br />The Public Works Director/Public Works Director/City Engine! r shall be respom ble for <br />maintaining a map of the City showing existing street light location; for all platted stree ; within <br />the City. The map shall indicate whether each fixture and pole is City owned, Xcel Energy <br />owned, or Northern SI. Paul Utilities owned. <br /> <br />STREET LIGHT REQUESTS <br /> <br />Street lights will be considered upon receipt of a petition from pro Jerty owners on the lffected <br />street or by recommendation of the Public Works Director/City En! lineer. Consideratiol will be <br />given only when such petition, and thereafter review by the City, ( emonstrates a speci ic need <br />warranted due to traffic safety. <br /> <br />A petition requesting a light shall be by 60% of the abutting propE rty owners in fronta~ ' within <br />350 feet in any street direction of the proposed location, on eit ler side of the stre! t. The <br />petition shall be processed under State Statutes, Section 429 for s lecial assessment pr Ijects. <br />
