<br />Roseville Public Works and Transportation Commission <br /> <br />Agenda Item <br /> <br />Date: September 25, 2003 <br /> <br />Item No: 5 <br /> <br />Item Description: Discussion of City Streetlight Policy <br /> <br />Background: <br /> <br />The City Council has directed staff to reevaluate the current City Street Light Policy and return <br />with recommendations to update the policy. The current City Policy was established in 1976 and <br />left considerable room open for interpretation. <br /> <br />At our Public Works Transportation meeting last month we discussed four different alternatives <br />for funding City Streetlights. These were; continued allocation from the general fund, creating <br />special service districts, adding a street light utility fee on to the water/sewer utility bill, and an <br />electric franchise fee through Xcel Energy. During our discussions the commission indicated <br />that they were most interested in a hybrid of the first two alternatives. This would mean using <br />the General Fund for residential streetlights and a modified special service district for the <br />Commercial! Industrial areas. For discussion purposes, we have attached information regarding <br />each of the alternatives. <br /> <br />At the end of the meeting last month, we discussed the streetlight policy and asked the <br />commission to help identify the City's priorities. The members of the commission agreed that <br />safety was the number one objective of streetlights, with costs being a close second. <br /> <br />Some other questions centered on need. How many requests have we had for streetlights? How <br />were they funded? Attached is a summary of streetlight projects over the last 30 years. All of <br />them were constructed assessing the full cost of the streetlight installation back to property <br />owners. A description of how the assessment was calculated is included as part of the attached <br />"Streetlight Policy Interpretation and Past Practice". <br /> <br />We are looking forward to another candid discussion of the costs and policy at the meeting on <br />Thursday night. <br /> <br />Recommended Action: <br /> <br />Feedback is requested from the Roseville Public Works and Transportation Commission in <br />deternlining Roseville's options for street light funding and policy. <br />
