<br />6/7/76 <br /> <br />REQUeSTS FOR STREET LIGHTS <br /> <br />BACKGROUilD STATEr-lENT (\/flY?) <br /> <br />The installation of street lights provides a safer environ~~nt for the community in <br />regard to traffic and pedestrian safety. Due to the lack of funds and the varying <br />viewpoints of individuals, as to the desirability of such installations. the city <br />has limited its street lighting program. A consistant, equitable approach, relating <br />to the method of selecting the locations for street lights, therefore. .is important. <br />to insure fair and reasonable treatment for the citizenry. <br /> <br />POLICY STATEf-1EilT (HHAT?) <br /> <br />In order to devlop a rational approach to dealing with the situation. the City <br />Council in 1957, established a maximum of 100 lights p~r year that may be installed <br />at no assessment cost to the property owners. A set of qualifying conditions were <br />established to insure that the lights would be installed where most needed and wanted. <br />Due to the essential completion of the system by the mid 1970's, the number of actual <br />installations has declined to 20 or 30 per year. <br /> <br />PROCEDURE STATENENT (HO"?) <br /> <br />Individuals desiring a street light obtain a petition from the city and circulate it <br />in the neighborhood to determine if the light is desired (particularly by those pro- <br />perty owners directly adjacent to the proposed light). The petition is then returned <br />to the city where the signatures are checked and the location reviewed to see if it <br />conformed to the qualifying conditions. <br /> <br />(1) Is it in an overhead electrical wire area and no more than one new <br />wooden post needs to be set, and <br /> <br />(2) Is it at the intersection of two public city street, or <br /> <br />(3) Is there currently more than 600 feet between existing lights. or <br /> <br />(4) Is it on a severe curve, either vertically or horizontally? <br /> <br />If the above conditions are met and the years quota has not been filled, the Bub1ic <br />~Jorks Director instructs' N.S.P. to install the light. <br /> <br />AUTHORITY: <br /> <br />There is no statutory or other authority for this program. It is implemented through <br />the provision in each y~ar's budget to pay for the cost of power and maintenance of <br />the existing system and funds for additional new lights. <br /> <br />, / "...
