<br />City of Roseville <br />County Road B-2 Pathway <br /> <br />Project Description: <br />The proposed County Road B-2 pathway is approximately 5.25 miles long and runs from Rice Street <br />west to Walnut Street then north to the Burlington Northern Railroad corridor. The proposed trail is <br />aligned in the County Road B-2 cOITidor and follows that right-of-way for most its length. <br /> <br />Background: <br />Since the mid- 1980s, the City of Roseville has considered non-motorized trails to be a significant <br />part of its transportation plan. DUling the Vista 2000 strategic planning process, Roseville residents <br />called on the City to continue to develop additional multi-modal systems oftranspOllation with <br />emphasis on non-motorized trail systems. As a result of Vista 2000, the Pathway Advisory <br />Committee was created. This group of Rose vi lie residents developed the Roseville Pathway Master <br />Plan. One of the major goals identified in this plan is the integration of the local system with the <br />larger regional system. The group identified and prioritized 20 different pathway segments for <br />construction that help complete the City's pathway network. This group is still active and works to <br />update their recommendations on a yearly basis. <br /> <br />The Roseville City Council adopted the Roseville Pathway Master Plan in 1998 and it was added to <br />the Parks and Recreation Systems Plan, which is a section of the city's Comprehensive Plan. This <br />plan identifies the County Road B-2 pathway facility as critical to the area pathway network. It <br />ranked highest in priority for developmcnt based on criteria created by the Pathway Advisory <br />Committee. The criteria evaluated the pathway segments based on their ability to; connect to <br />multiple destinations, COlmect to the regional system, eliminate safety concerns, expected usage, <br />compatibility with adjoining properties, impact on adjoining properties and if the segnlent filled a <br />void in the system. <br /> <br />In the interest of achieving the goals set out by the Pathway Advisory Committee, City Staff pursues <br />alternative funding mechanisms to construct the recommended pathway segments. In 1999, the City <br />received Federal Surface Transportation Program (STP) funding to construct a multi-use pathway <br />along County Road B-2 from Rice Street west to Walnut Street then north to the Burlington Northern <br />Railroad corridor <br /> <br />Project Objectives: <br />The overall objective for the construction of this path is to provide connections as well as increase <br />safety for pedestrians within this corridor. The proposed facility will serve to enhance and provide <br />transportation alternatives for users between a number of features in the area, including but not <br />limited to regional trails, schools, recreational facilities, parks, business and retail districts. The most <br />significant of these are the direct connections between Central Park Elementary, Concordia <br />Academy, Roseville Area High School, Rosedale Center and surrounding shopping district, the <br />Gateway Business Park, the Highcrest Business Park and the Northeast Diagonal Regional Trail. <br /> <br />The County Road B-2 trail would provide a safe and convenient link between the local and regional <br />trail networks that will allow users access to numerous area amenities. Roseville, with its current <br />trails system and the proposed additions to that system, has greatly emphasized the transportation <br />needs of the pedestrian and cyclist. Through the development of the proposed trail we are expanding <br />the network of trails into the larger community allowing users safer linkages to the regional system. <br />
