<br />County Road B-2 Pathway <br /> <br />When it crosses Snelling A venue, the most challenging and significant barrier, it would utilize the <br />vehicular underpass provided for County Road B-2. The grade separated crossing makes the County <br />Road B-2 corridor an excellent alignment for a pathway because it is the only grade separated <br />crossing of Snelling A venue for miles, both north and south. <br /> <br />The proposed County Road B-2 pathway project will connect Roseville and its neighbors to the <br />larger regional network by directly connecting to the Rice Street pathway, Dale Street pathway, <br />County Road C Pathway, the Lexington Avenue pathway, and the proposed Northeast Diagonal <br />Regional Trail. All of these facilities have regional significance. <br />o The Rice Street pathway directly links to the Ramsey County Trout-Brook Trail, which <br />leads to the State Gateway Trail. In addition this connection will provide access to the <br />Phalen-Como-Mississippi River Regional Trail, Como Regional Park and Phalcn- <br />Keller Regional Park. <br />o The Dale Street pathway links directly to the Reservoir Woods Trail, which also leads <br />to the State Gateway Trail via the McCarrons Lake Trail and the Trout-Brook Trail and <br />it also links to the County Road C pathway, a major east-west pathway in the City. <br />o The Lexington A venue pathway has great regional significance linking users to the <br />Highway 96 Regional Trail and Grass-Vadnais Regional Park. <br />o The Northeast Diagonal Regional Trail, a proposed regional trail in the east abandoned <br />Burlington Northem Railroad corridor will directly connect the City of Roseville to the <br />pathway networks in the cities of St. Anthony and Minneapolis. The Northeast <br />Diagonal Regional Trail is ajoint proposal by the City of Minneapolis, City of St. <br />Anthony, City of Roseville, Hennepin County and Ramsey County Regional Rail <br />Authority proposed for construction in 2005. <br /> <br />The linking of these regionally significant trail corridors will create an incredible web of pathways <br />that provide numerous transportation options to area users. <br /> <br />Financial Implications <br />The pathway project has an estimated construction cost of$2.25 million. This would include <br />pathway construction, retaining walls, landscaping, crosswalks, drainage improvements, and street <br />lights. Since we are in the preliminary planning stages, we have not established the right- of- way <br />needs for this project. Federal funding will cover up to 80% of the construction costs, the City <br />would be responsible for a 20% match. <br /> <br />Existing City Costs <br />The City has existing infrastructure within this corridor. This infrastructure has been in place <br />for more than 30 years, and is in immediate need of maintenance. We will need to address these <br />needs with this project or include them as Capital Improvements costs sometime within the next <br />5 years. We estimate that there is $571,000 in infrastructure replacement costs in this corridor. <br /> <br />. Pathways: Currently there are 2 miles of bituminous trail in the County Road B-2 <br />corridor. This trail was constructed in the 1970s and is in very poor condition. The <br />width is inadequate for snow removal equipment, and there is no spacing between <br />the pathway and the street. We have this pathway programmed for reconstruction. <br />We have estimated the cost for reconstruction to be $140,000, not including right- <br />of- way costs. <br /> <br />Page 3 of3 <br />
