<br />County Road B-2 Pathway <br /> <br />. Streetlights: In 1970, the City of Rose vi lie installed street lights in the County <br />Road B-2 corridor. These lights arc in very poor condition and require replacement <br />or removal. We have estimated that the replacement costs for these facilities are <br />$231,000 plus any engineering and right- of- way costs. This money is not currently <br />included in our Street lighting budget <br />. Drainage: The easterly segment of County Road B-2 (Dale Street to Rice Street) <br />has a rural cross section with drainage being conveyed by a series of ditches and <br />culverts along the shoulder of the road. We have received a number of complaints <br />from homeowners along this section of road regarding water standing in their <br />driveways and front yards. We have tried to address these issues as they come up, <br />however, an overhaul of the entire drainage system in this segment of road is <br />necessary to correct the problem. Ramsey County does not plan to reconstruct this <br />segment of street in the near future, and considers these sorts of drainage issues to <br />be under City jurisdiction. We estimate the cost to reconstruct the drainage system <br />along this road to be $200,000. <br /> <br />Proposed City Costs <br />With the construction of this pathway there are costs that the City has to take into account. In <br />addition to the construction cost, there are right- of- way acquisition and maintenance costs. <br /> <br />. Construction cost: The city's matching construction cost is estimated to be <br />$450,000. This cost is significantly less than the estimated existing infrastructure <br />replacement costs discussed in the previous section. <br />. Ongoing maintenance cost: the City has approximately 60 miles of existing off <br />road pathways and sidewalk. Our yearly cost for these facilities is approximately <br />$4000/mile for maintenance, upkeep, and replacement. This proposed pathway <br />would add 5.25 miles to the overall City pathway system. <br />. Right- Of- Way Acquisition: These costs are not eligible for federal funding and <br />would be another cost we would need to address. We have not finalized the <br />alignment of the pathway at this time. It could be located on the nmih or south side <br />of the road depending on how we address conflicts in the corridor. Until this is <br />established, we are not able to confidently estimate right- of- way costs. <br /> <br />Conclusiou and Recommendations <br />In reviewing the proposed County Road B-2 pathway project we need to address the following <br />questions: <br /> <br />. Is this project in the best interest of the citizens of Rose vi lie? <br />. Is this project consistent with City Policy? <br />. Does the capital investment make sense for the City of Roseville? <br />. Does this project create long term maintenance costs that we are unable to address? <br /> <br />We look forward to discussing these items with you at your meeting next week.
