<br />Due to the proXlITIlty of Har Mar and Rosedale malls, the holiday <br />shopping period heavily impacts this intersection. It should be noted <br />that this study was conducted during a time when tramc impacts due <br />to holiday shopping were negligible. <br /> <br />Historical accident data from January 1997 through December 1999 <br />was gathered from the Roseville Police Department and Mn/DOT <br />records, and was used to help determine when the observations should <br />take place. Table I lists the road deficiencies related to these <br />collisions. A collision diagram, shown in Figure 2, was completed to <br />further familiarize the observers 'vith characteristics of the <br />intersection. The collision diagram showed several patterns existing at <br />the intersection.: <br /> <br />. One of these patterns showed a significant amount of rcar end <br />accidents occurring at both Snclling A vcnue approaches. <br /> <br />. Another pattern was found along County Road B involving <br />crossing and left turn type accidents. <br /> <br />In addition, it was found that the majority of collisions occurred <br />between the midday peak and afternoon peak hours with at least 12 <br />collisions occurring in each hour. No noticeable patterns with respect <br />to pavement conditions or season were evident. <br /> <br />Based upon the traffic volume and accident data, the eight hours of <br />required field observations were broken up into three periods 10 <br />observe the intersections busiesl and most dangerous times. These <br />periods included a weekday from II :00 a.m. to 2:00 p.m., a weekday <br />from 4:00 p.m. to 6:00 p.m., and Saturday from II :00 a.m. to <br />2:00 p.m. Tables showing the volume and collision data with respect <br />to time of day can be found in Appendix A. <br /> <br />2.3 Task 3 - Conflict Observations <br /> <br />The intersection of Snelling A venue at County Road B was studied by <br />trained observers during the three periods for a total of eight hours. II <br />is SEH's opinion that equally effeclive observations could be <br />completed by only one-hour of observation during each period. <br /> <br />Conflicts were recorded as defined by the Traffic Conflict Procedure <br />Manual, 2nd Edition (November 1996) prepared by Hamilton <br />Associates for the Insurance Corporation of British Columbia. <br />According to this manual, a conflict occurs when two road users <br />approach the same point in :ime and space, anc: at Icast onc completes <br />a successful evasive action to avoid a collision. Examples of evasive <br />actions include swerving, severe braking, severe acceleration, and any <br />combination thereof. A sample Conflict Observation Data Sheet can be <br />found in Appendix A.
