Snelling A venue is a divided roadway that provides two <br />through lanes, dual left -turn lanes, and a right-turn lane for southbound <br />traffic at County Road B. Northbound traffic uses two through lanes <br />and separate right turn and left turn lanes. County Road B is a four- <br />lane undivided roadway with separate left-turn lanes at each Snelling <br />A venue approach. Frontage roads aceess County Road B <br />approximately 25 feet from Snelling Avenue's east and west <br />approaches. <br /> <br />Approximately 400 east of the intersection, County Road B intersects <br />driveways that access Target, Perkins, and other small businesses on <br />the north, and Har Mar mall to the south. Throughout the observations, <br />it could be seen that there was some relation between issues at this <br />intersection and those at Snelling Avenue. However, consistent <br />eonnict observation and accident analysis could not be completed <br />within the existing scope of the project. Occasional observation did <br />lead to limited analysis of this intersection. Analysis of County Road <br />B's intersection with West Snelling Drive and the Burger King <br />driveway, located approximately 400 feet west of Snelling Avenue. <br />was similarly included. <br /> <br />Quantitative Intersection Analysis <br />Task 1 - Geometric Analysis <br />A geometric analysis of the intersection was completed to familiarize <br />the observers with the intersection. This included checking for issucs <br />that may be contributing to a high crash risk. These included sight <br />distance, turn radii, horizontal and vertical alignment, signal visibility, <br />signal operation, pavement marking, clear zone, pedestrian and transit <br />facilities, as well as any other relevant geometric features. A list of <br />each of the intersection's deficiencies, including those geometric in <br />nature, can be found in Table I. <br /> <br />Task 2 - Historical Volume and Collision Analysis <br />Historical volume data was reviewed to determine trends and peak <br />hours. These volumes showed that during the average weekday, traffic <br />volumes peak during the morning, midday and afternoon peak hours. <br />Due to the absence of average weekend traffic volume data, the <br />intersection was considered to have similar traffic volume patterns to <br />the similarly studied intersection of County Road 42 and Nieollet <br />A venue in the City of Burnsville. The Burnsville intersection is near <br />the retail area of Burnsville Center and has land uses similar to thnse <br />surrounding the intersection in this study. Weekend traffic volume data <br />for County Road 42 and Nicollet A venue indicated a Saturday midday <br />peak comparable to the weekday midday peak hour. Thus, based on <br />the absence of a significant amount of accidents during the morning <br />peak hour at Snelling Avenue and County Road B, a Saturday midday <br />observation was substituted for a weekday morning observation. <br /> <br />Traffic Conflict Study <br />Roseville, Minnesota <br /> <br />A-ROSEVOOO1.00 <br />Page 2 <br />
