<br />Roseville Public Works and Transportation Commission <br /> <br />Agenda Item <br /> <br />Date: July 27,2004 <br /> <br />Item No: 5 <br /> <br />Item Description: Snelling Avenue and County Road B <br /> <br />Backgronnd: In June of 1999, State Farm Insurance issued, a list of "Minnesota's 10 Most <br />Dangerous Intersections". Their selection was based on the number of claims received by State <br />Farm Insurance adjusted by their estimated market share. Of the 10 intersections identified in <br />Minnesota, three were in Roseville: <br /> <br />1. Highway 36 and Fairview Avenue (North Ramp) <br />2. Snelling Avenue and County Road C <br />3. Snelling Avenue and County Road B <br /> <br />Roseville, together with Ramsey County and MnlDot, selected SEH, Inc. to perform intersection <br />studies to provide recommendations for addressing the intersection's safety. These studies were <br />completed in late 2000. Since their completion, we have been working together to find funding <br />to implement the recommendations included in the reports. The first of these intersections, <br />Snelling! County Road C, is being reconstructed this year, many of the recommendations from <br />the study were incorporated into the final construction plan. It appears that the next intersection <br />for reconstruction is at Snelling and County Road B. The State has been able to find funding in <br />2007 and has requested that the City and County work on alternate designs to address the <br />deficiencies in their supporting road system. <br /> <br />Target is looking to reconstruct their store in the NE quadrant of the intersection, and is seeking <br />to reconfigure some of the public streets as a part of their site redevelopment. In light of this <br />opportunity, staff felt that we should start planning for the intersection project at this time. <br /> <br />We have attached a portion of the Traffic Conflict Study report as well as a proposed Target site <br />plan and a map showing the entire intersection and surrounding conflict points. We look forward <br />to a candid discussion regarding the traffic in this intersection and what steps the City can take to <br />increase safety to the supporting road system. <br /> <br />Recommended Action: <br /> <br />None <br />
