<br />December 19, 2000 <br /> <br />Traffic Conflict Study <br /> <br />Snelling Avenue at County Road B <br /> <br />Prepared for Roseville, Minnesota <br /> <br />1.0 Introduction <br /> <br />State Farm Mutual Automobile Insurance Company (State Farm) has <br />offered the City of RosevilJc financial assistance to conduct an <br />intersection operational and safety study to address the crash risk at the <br />intersection of Trunk Highway 51 (Snelling A venue) and County Road <br />B. This study involved field observations during which traffic conflicts <br />were recorded and then analyzed together with traffic volumes and <br />collision data to determine the reasons leading to crashes at this <br />intersection. <br /> <br />As a result of this study, the following objectives were met: <br /> <br />I. The road engineering deficiencies contributing to a high crash risk <br />at the intersection have been identified. <br /> <br />2. A set of engineering countermeasure strategies has been developed <br />to address the identified deficiencies. <br /> <br />3. An economic evaluation identifying the costs and benefits of the <br />recommended countermeasures has been completed. <br /> <br />4. An action plan for implementing the engineering countermcasures <br />has been developed. <br /> <br />The intersection of Snelling Avenue and County Road B is located in <br />the south central area of the City of Roseville. It is located in a <br />predominantly commercial area and is adjacent to an interchange for <br />Trunk Highway 36. Snelling A venue is a trunk highway under the <br />jurisdiction of the Minnesota Department of Transportation <br />(Mn/DOT). County Road B is under the jurisdiction of Ramsey <br />County. The existing intersection control is a full-traffic-actuated <br />traffic control signal system with protected left turn phasing for both <br />Snelling A venue approaches and protected/permissive phasing for the <br />County Road B approaches.
