<br />City of Roseville - Planning Commission Agenda for April 6, 2005 Page 2 of 4 <br /> <br />Code. Specifically the newly created parcel will have a front and yard setback of up to 50 feet, a side yard setback of <br />10 feet, and an impervious coverage of 30% or 2,754 sq. ft. <br /> <br />The Community Development Staff recommended approval of a 25 foot lot width variance and a 1,820 sq. ft. lot size <br />variance to Section 1004.016 (Residential Dimensional Requirements) for new Parcel "A", and 25 foot lot depth and <br />a 1,580 sq. ft. lot size variance Section 1004.016 (Residential Dimensional Requirements) for pre-existing non <br />conforming Parcel "B", and a minor subdivision to allow the creation of two substandard residential parcels for <br />property located at 1758 Alta Vista Drive based on the findings in Section 5 of the project report dated April 6, 2005 <br />and the following conditions: <br /> <br />a. The City policy is to require payment of the Metro Area Sewer Availability Charge (SAC) upon the issuance of a <br />building permit. In this case, a $1,350 SAC fee is required and will be collected with the issuance of a building permit <br />for Parcel "A". <br /> <br />b. The applicant must record the two lot minor subdivision survey within 60 days after the approval of the City <br />Council. <br /> <br />c. The applicant must apply for and receive a driveway access permit for Ramsey County prior to issuance of any <br />building or grading permit. <br /> <br />d. A grading plan and the survey must be submitted with the building permit application. <br /> <br />e. The applicant is responsible for "payment in lieu of land dedication" amounting to $1,000 for the newly created <br />parcel in accordance with the City Code regarding park dedication. (To be reviewed versus the new dedication <br />ordinance by the City Attorney) <br /> <br />Member Bakeman asked for the lot sizes adjacent to the site. (Similar in lot width 60 feet and depth 150 feet) Staff <br />was asked to review the park dedication requirement with the City Attorney. The Commission corrected the <br />dimensions incorrectly noted in the staff report. The driveway will be 50 feet in length. The house will be a maximum <br />of 40 feet in width, with 10 foot setbacks on both sides. <br /> <br />Member Boerigter asked for clarification of lot size and variances requirements (past and current practice). Thomas <br />Paschke explained the precedent in the neighborhood, where nearby lots did not receive variances. Member <br />Bakeman asked if Ramsey County has made a recommendation for right-of-way on Dale Street and if the staff <br />would research the issue with the County. <br /> <br />Mr. Jim Beauclaire explained the history of the lot and previous approvals for adjoining lots. Chair Traynor asked <br />how the site will be graded. Mr. Beauclaire proposes a tuck under garage, set high on the slope of the site. <br /> <br />Jeff Beaukamp, 1747 Dale, said there are surface water problems. There is no sewage line along Dale Street. <br />Sewage must be pumped to the west to Alta Vista. He said the soil is all sand. He asked if the City will consider a <br />new sewer line along Dale Street because of the failure of pumped sewage to Alta Vista. A private easement or <br />lateral extension through the existing lot will be required along an east-west lot line. <br /> <br />Chair Traynor closed the public hearing. <br /> <br />Member Bakeman supported the lot split but requested that the side yard setbacks should not be reduced from ten <br />feet except by variance and demonstration of hardship.
