<br />Roseville Public Works and Transportation Commission <br /> <br />Agenda Item <br /> <br />Date: December 16, 2004 <br /> <br />Item No: 6 <br /> <br />Item Description: Transit Shelter Program Recommendation (Continued) <br /> <br />Background: Earlier this year staff recommended to the City Council that additional proposals <br />be sought for a transit shelter provider, as a comparison to the proposal of Outdoor Promotions <br />Inc. Staff has been working with Transtop Inc. of Minneapolis as to their interest in a fi'anchise <br />to locate advertising transit shelters in the City of Roseville. <br /> <br />We have had considerable dialogue with them regarding their concerns in meeting the ten11S of <br />the Roseville ordinance. <br /> <br />Weare looking for a recommendation as to which company appears in the best interest of the <br />City. <br /> <br />We presented Transtop's proposal to you at your November meeting. They have since revised <br />their proposal based on the feedback they received from the Commission and staff. Weare <br />including their revised proposal in your packet for your review, as well as the proposal [rom <br />Outdoor Promotions that we received earlier this year. Weare also including the ordinance from <br />city code allowing transit shelters in the right-of-way for your comparison of the proposals to the <br />intent of the ordinance. <br /> <br />We believe the Outdoor Promotions proposal meets the intent of the ordinance as the ordinance <br />was fashioned after their shelter program to some degree. <br /> <br />The Transtop proposal is not in granting ordinance fon11 at this time. We believe their most <br />recent proposal in ternlS of maintenance meets the intent ofthe ordinance. We have clarified the <br />basis for the franchise fee being a percentage of the gross advertising revenue and not net <br />advertising revenue, as stated in the most recent proposaL <br /> <br />Staff Recommendation: The staff concern regarding Outdoor Promotions' proposal centers <br />around their ability to establish themselves in this market. As stated above, we believe their <br />program meets the intent ofRoseville's ordinance. <br /> <br />Staff concerns relating to Transtop's proposal is centered around their willingness to meet the <br />maintenance intent of our ordinance. We would not recommend that trash receptacles be <br />removed after first occurrence of vandalism or fire. <br />
