<br />We believe both proposals to be legitimate offers of this service. Which is in the best interest of <br />Roseville is a more difficult question. Our opinion is that Transtop may be in a better position to <br />locate transit shelters in this market if they can meet the full intent of our ordinance. They are <br />both offering 8% of gross revenue franchise fees to the City. If Transtop is unable to agree to the <br />terms of a franchise ordinance, I would not hesitate to recommend Outdoor Promotions Proposal <br />for Council approval. <br /> <br />Recommended Action: Motion to recommend staff and the City Attorney draft a franchise to <br />locate advertising transit shelters in Roseville. <br />
