<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 01/24/05 <br /> <br />ITEM: <br /> <br />Department Approval: Manager Reviewed: <br /> <br />Agenda Section: <br /> <br />Item Description: Transportation Summit <br /> <br />Background: We WaIlt to take this opportunity to have a discussion with the Council regarding <br />a number of changes in proposed county and Mn/DOT projects that impact Roseville, as well as <br />issues that are affecting all of us in transpOliation planning. We will hear from Mn/DOT, <br />Ramsey County, and our staff as to the status of proposed projects, project selection criteria and <br />process, and CUITent funding issues, plus a bit about proposals before the legislature. <br /> <br />We would also like to talk with the Council about the need for a broader approach to long-range <br />transportation planning for the City of Roseville. This need has been evident recently in light of <br />several major land use proposals before the Council in recent months. Major land use changes <br />can have impacts beyond the immediate adjacent roadway system, and we need to be prepared to <br />predict what these impacts will be in order to sufficiently plan for future improvements to the <br />transportation system. Seeking and planning for funding for major improvements is a process <br />that in many cases needs to begin years in advance of a proposed construction date. <br /> <br />An outline of what we have asked each agency to discuss with you is as follows: <br /> <br />1. MnfDOT - Frank Pafco, North Area Manager <br />a. Projects planned for our area including recent changes to scheduled projects <br />b. Bus rapid transit <br />c. Fast lane proposals <br />d. Selection criteria and process for Mn/DOT improvements <br />e. Funding issues and challenges <br /> <br />2. Ramsey County - Ken Haider, Ramsey County Public Works Director; Dan Soler, <br />Ramsey County Traffic Engineer <br />a. Constmction and maintenance projects programmed in Roseville, as well as <br />funding impacts to Ramsey County's CUITent Transportation Improvement <br />Program <br />b. Selection criteria / process for Ramsey County's T.l.P. <br />c. Funding issues related to County transportation needs <br />d. Potential future submittals for Federal grant projects in Roseville <br />- Cost participation implications to the City for Federal projects <br /> <br />3.
