<br />North Saint Paul -- <br /> <br />Page 2 of 4 <br /> <br />The City is governed by the Council Manager "Plan 8ft form of government. Under this plan, alllegislativl <br />policy making powers are vested in the Council consisting of a Mayor, elected for a 4-year term, and fou <br />Members, elected for 4-year terms. These officers are elected at large, and any qualified voter residing j <br />is eligible to hold office. <br /> <br />A professional City Manager is responsible for administration of all policies and instructions of the City <br />and for the direction of an expert municipal staff of 64 persons. <br /> <br />The city is protected and served by a full-time police force of 16 officers and a 33-member volunteer Fin <br />Department, which is fully accredited by the Fire Underwriters Grading Bureau. Ambulance service is pr, <br />State certified ambulance and attendants. <br /> <br />All of these dedicated employees maintain City services at the highest possible level. <br />The Council may create boards and commissions to advise the Manager with respect to any municipal fL <br />to investigate any subject of interest to the City, It has been the custom to designate individual membl <br />Council as representatives on these advisory boards, These Council Members work directly with the City <br />toward seeking a solution of problems which arise in their special fields. <br /> <br />In matters of purely local concern, the Council is empowered to act freely, providing there is no violatior <br />and Federal laws. Thus, the City may levy taxes for its own needs within limits established by State law, <br />issue bonds for any lawful purpose, <br /> <br />North St. Paul is served by the Ramsey County Municipal Court system presided over by elected judges, <br />appointed staff. <br /> <br />The City maintains and operates its own electric distribution system providing service at rates comparab <br />paid in neighboring communities with the added plus of providing surplus funds to help support other <br />governmental services. Five deep wells provide the City with a pure and natural source of water. Fire pI <br />reserve, is provided by two elevated storage tanks. The City has contracts with the Metro Sewer Board <br />provide for the treatment and conveyance of its sewage. <br />In an effort to reduce costs and provide more services, the City of North St. Paul has entered into a lon~ <br />agreement with BFI, to provide all collection services for the entire City. <br />We have a single hauler providing same day service for all collections.
