3. Approval of February meeting minutes

Member Anderson moved to approve the minutes of February 22,2005, of
the Public Works, Environment and Transportation Commission. Member
Rossini seconded.

Ayes: 4
Nays: 0
Motion canied

4. Communications Items

Member Wilke brought up the recent meeting with the James Addition
residents to discuss the Snelling median closure at Oakcrest. Member
Willenbring said he kept track of people's comments at the meeting and
there seemed to be more people for closing Snelling than for keeping it
open. He said his opinion is that we should put safety ahead of
convenience so he favors keeping the median closed. Duane Schwartz
said that the meeting wasn't about whether to keep the median open or
not, MnlDOT has already said it will be closed permanently. They did say
they would open the median temporarily if the City came up with an
alternative access plan and was actively working on it.

Duane Schwartz said the City had met with Rosedale; and they presented
another concept for expansion, which is a smaller plan than the original.
They are looking for approval from the City Council on April 11.

5. Presentation on Metro Wastewater Treatment Facility

Dave Simons, Metropolitan Waste Treatment Facility, gave a presentation
on the facility and its operation.

6. Proposed Metro Transit Route Reductions/Elimination

Duane Schwartz presented information from Metro Transit on reductions
in service due to budget problems. Schwartz asked for input from the
Commission regarding the reductions and how they feel it would affect
Roseville. This information will be forwarded to the City Council.

Member Rossini asked if there was data on ridership. Schwartz said
nothing was provided. Member Willenbring said that we had asked for
that information a couple of years ago and were told by Metro Transit that
they didn't track those figures. Member Rossini said it's difficult to make
any kind of statement regarding the changes if you don't know how many
people will be affected.

Member Rossini said that he would expect ridership to be going up with
gas prices rising so dramatically. He thinks this proposal is premature.
