<br />~c;;:~o .J. <br /> <br /> <br />Transportation Plan for Twin Lakes and Environs h J ) ~ ~);)~ <br />(based on Twin Lakes Phase 1 Plan and County Road C Plans) ~ ~U \el\. <br /> <br />The Twin Lakes study area is served by two existing principal arterial roadways: <br /> <br />1. I-35W, to the west of the study area, is a six-lane interstate freeway with and <br />an auxiliary lane in each direction from TH 36 to County Road C and access <br />to the study area via County Road D and County Road C. Current average <br />daily traffic (ADT) volume through the study area is _,000 to _,000. <br /> <br />2. TH 36, approximately Y2 mile to the south of the study area, is a four-lane <br />freeway with access to the study area via Snelling Avenue (TH 51) and <br />Pairview Avenue. Current average daily traffic (ADT) volume through the <br />study area is _,000 to _,000. <br /> <br />The study area is served by five minor arterials: <br /> <br />1. Cleveland Avenue (County State Aid Highway 48), a four-lane undivided <br />north-south arterial at the western end of the study area. Current traffic <br />volumes range from _,000 to _,000 ADT. <br /> <br />2. Snelling Avenue (Trunk Highway 51), a four-lane divided north-south <br />"expressway" at the eastern edge of the study area. Current traffic volume is <br />approximately _,000 ADT. <br /> <br />3. County Road C, a four-lane east-west roadway approximately V. mile to the <br />north ofthe study area. Current traffic volumes of approximately _,000 in the <br />study area. <br /> <br />4. County Road D, a two-lane east-west roadway at the north edge of the study <br />area. Current traffic volumes are approximately _,000 vehicles per day. <br /> <br />5. Pairview Avenue (County State Aid Highway), a two-lane north-south <br />roadway through the study area. South of County Road C, it is a four-lane <br />arterial with turning lanes. Traffic volumes through the study area are <br />approximately _,000 to _,000 ADT. <br /> <br />Planned and Programmed Roadway Improvements <br /> <br />Ramsey County has begun reconstruction of County Road C from Snelling <br />Avenue to I-35W in 2005. The project will add turn lanes in selected locations, <br />protected left turn lanes at all intersections, and include a second left turn lane on <br />northbound Snelling Avenue at that intersection. <br /> <br />Ramsey County has planned for the reconstruction of County Road D from I-35W <br />to Fairview Avenue to include a continuous left-turn lane, but has not established <br />
