a schedule.

With the Twin Lakes Phase 1 project, the City of Roseville has planned
construction of Twin Lakes Parkway in 2005-2006. Twin Lakes Parkway will
provide east-west access through Phase 1 (known as the Rottlund Master Plan)
north of County Road C. In the future, the City will continue to work with
MnDOT on the interchange of northbound 1-35W and County Road C/Cleveland
Avenue. This intersection has been planned for modification to eliminate the loop
to westbound County Road C (as per the original BRW/URS Study of 1997). The
interchange and stop light would serve as the west leg of the Cleveland
Avenue/Twin Lakes Parkway intersection.

The Minnesota Department of Transportation's 200_ Metro TranspOltation
System Plan and the Metropolitan Council's 200_ Transportation Development
Guide include long-term improvements to both TH 36 and 1-35W. The
improvements are included in implementation staging for the 2016-2025 time
period and would likely include improved access ramps, bridge improvements,
and one additional through-lane of capacity.

Existing and Planned Transit Services

Metro Transit is completing a major restructuring of transit services in the
northeast portion of the Metropolitan Area. Primary service coverage to the study
area has consisted of Routes _, _, and _' Route 224 offers mid-day dial-
a-ride "route deviation" flexible service on an hourly frequency along the Snelling
Avenue corridor to Shoreview. Route 225 offers service every 30 minutes to the
Rosedale transit hub along County Road C and Lincoln Drive to the Northwestern
College area. Route 801 is a crosstown service between the Brookdale and
Rosedale areas operating 30 minute peak and 60 minute offpeak service
frequencies.

The Metropolitan Council's Transit Master Plan has included a "Mimleapolis
East" busway corridor between White Bear Lake and downtown Minneapolis
following the railroad alignn1ent that parallels County Road C. This busway is
not planned for implementation until at least the year 2010 and is predicated on
the abandomnent of the railroad alignn1ent and completion of future studies to
determine busway feasibility.

Transportation Study

Traffic information and assumptions for Twin Lakes were based on the Twin
Cities regional travel forecast model in conjunction with information from the
City of Roseville's Transportation Plan, the Twin Lakes traffic revisions to the
2001 AUAR done in 2004, the AUAR projects, and 2001 Environmental
Assessment Worksheet (EAW) on the Centre Pointe Business Park-Veritas
Software project, and a 1997 EA W on proposed development of a portion of the

2
