<br />Conversion of the roadway to a signalized intersection was reviewed, but the <br />traffic flows and required signal phasing also resulted in unacceptable levels of <br />service. Because the intersection is currently at capacity, the condition would not <br />be alleviated by reduced development in the Twin Lakes area. <br /> <br />Twin Lakes Parkway at Cleveland Avenue would be an upgraded and 4 way <br />signalized intersection. The Parkway would include one lane straight to the <br />freeway ramp, one for right turns, and one for left turns. This intersection could <br />(with MnDOT approval) eliminate the loop from northbound 1-35W exist ramp to <br />Cleveland Avenue to westbound County Road C. The would eliminate the divided <br />concrete island on the exit ramp. <br /> <br />County Road C2 at Snelling Avenue would need the addition of a right-turn <br />lane on the eastbound approach. As an alternative, the intersection could be <br />operated with "split phasing", but this is generally a less desirable approach. <br />These improvements are in addition to the planned right-in/right-out at the Twin <br />Lakes Parkway/Terrace Drive' intersection with Snelling, which is subject to <br />MnDOT approval. <br /> <br />County Road C2 at Cleveland Avenue will require City and County <br />signalization to a four-legged intersection. Portions of the cost of this intersection <br />are to be assessed to the Centre Pointe project for traffic control to and from <br />Cleveland Avenue, to be constructed after the completion ofVeritas Phase 2. <br /> <br />County Road C at Cleveland Avenue will be modified as part of the County <br />Road C reconstruction. Required improvements include: a second through lane <br />and an exclusive protected left-turn lane on the westbound approach; a second <br />through lane on the northbound approach; a second exclusive left-turn lane on the <br />westbound approach; and, a second exclusive left-turn lane and through lane on <br />the southbound approach. <br /> <br />County Road C at Fairview Avenue will be modified with the addition of <br />exclusive right-turn lanes on all approaches, and the addition of protected left-turn <br />lanes on the east and west approaches. It is problematic to accommodated right <br />turn lanes due to the existing development on the comer and the presence of the <br />high-voltage utility lines and railroad track on the south side of County Road C. <br />With left-turn lanes added, the intersection will operate at Level of Service D. ( <br />Even if no redevelopment of the Twin Lakes area took place, the intersection <br />would operate at Level of Service D with only single unprotected left-turn lanes <br />on County Road C.) <br /> <br />County Road C at Snelling Avenue will include the following improvements: an <br />exclusive, protected right-turn lane on the eastbound and westbound approaches; <br />and a second left-turn lane on the Snelling northbound and southbound <br />approaches.
