<br />County Road C will reduce congestion, but the intersection would still operate at <br />Level of Service E. The major reason that the intersection would still operate at <br />Level of Service E is the high north/south through traffic. To correct this, an <br />additional through lane on Snelling Avenue would be necessary. <br /> <br />County Road C at Prior Avenue and other access points on County Road C <br />(Cleveland Avenue to Fairview Avenue) will be modified. Access to County <br />Road C at Prior will be signalized at a 4 way intersection, with protected left turn <br />lanes. County Road C will have contrite medians to prohibited random left runs. <br />The intersection of Prior Avenue is located 1/4th mile from both Cleveland <br />Avenue and Snelling Avenue and provides the most appropriate spacing for the <br />new signalization into Twin Lakes. This intersection would enable consolidation <br />of access points along County Road C on the north and south side. To disperse <br />turning movements further, a right in right out access point will be constructed at <br />a point midway between Cleveland and Prior. Additional access (if any) will only <br />be right-inlright-out. <br /> <br />Fairview at Twin Lakes Parkway will require City and County signalization and <br />the reconstruction of the intersection to a four-legged intersection. <br /> <br />Fairview at Lydia will require City and County signalization and the <br />reconstruction of the intersection to a four-legged intersection. <br /> <br />Residential Streets and Cul-de-sacs. Brenner at Cleveland and Centennial at <br />Fairview could be converted to cul-de-sacs if cut through traffic becomes a <br />problem (although not forecast to be). <br /> <br />Pedestrian Pathway Systems. County Road C and Twin Lakes Parkway will <br />have concrete and or asphalt off street paths. They will connect. Within Twin <br />Lakes, the Parkway paths will connect to the pathways with Langton Lake Park <br /> <br />Regional System Impacts ... NEEDS HELP..... <br /> <br />1-35W and TH 36, principal arterials serving the site, currently operate at capacity <br />in the peak hours and will continue to be congested as the region develops, <br />regardless of redevelopment in the Twin Lakes site. Redevelopment of the Twin <br />Lakes area will increase p.m. peak hour/peak direction traffic on northbound 1- <br />35W by 9 percent north of County Road D and increase demand on eastbound TH <br />36 by 7 percent east of Snelling Avenue. The redevelopment would provide some <br />benefit to the regional system by increasing the jobs-to-housing balance in the <br />northern part of the metropolitan area, which provides opportunities for shorter <br />commutes. <br /> <br />The regional Transportation Development Guide includes improvements to both <br /> <br />6 <br />
