<br />Prior to the expansion of TH 36 and I-35W, the effects of the additional demand due to the <br />redevelopment of the Twin Lakes area would need to be mitigated by: <br /> <br />I) continued metering of the freeway system; <br />2) diversion of additional traffic to the A-minor arterial system (County Road B, County Road <br />C, Snelling A venue and Cleveland A venue); <br />3) implementation of the travel demand management elements included in the City of Roseville <br />and Metropolitan Council transportation plans; and, <br />4) staged and/or less traffic-intense development of the area to defer demand until such time as <br />additional capacity is available on the regional system. <br /> <br />Local System Impacts <br /> <br />Intersection capacity analysis was conducted at several intersections considered most likely to be <br />affected by the difference in development patterns. P.M peak hour analysis was conducted, since <br />it would reflect a higher level of traffic as well as the influence of the retail traffic generated by <br />the nearby Rosedale area. <br /> <br />Capacity analysis was conducted using SYNCHRO 5.0, a traffic operations software package <br />that estimates delay consistent with the 1998 Highway Capacity Manual adopted by the National <br />Academy of Science's Transportation Research Board. Analysis was supplemented with <br />SIMTRAFFIC simulation where issues of intersection spacing were critical. <br /> <br />Peak hour traffic counts were taken at the following locations: <br />. County Road C at Cleveland A venue <br />. County Road C at Fairview Avenue <br />. County Road C at Snelling A venue <br />. County Road B2 at Fairview Avenue <br />· County Road D at Fairview A venue <br />.
