Modifications to intersections would be required as follows to mitigate
traffic impacts:

County Road D at Cleveland A venue
This intersection would require the addition of an exclusive northbound left-turn lane. Although
the majority of traffic to 1-35W would use the Twin Lakes Parkway, some will divert to the
lower-volume County Road D interchange.

County Road D at Fairview
This intersection would require signalization and the reconstruction of the intersection to a four-
legged intersection (by combining the New Brighton Boulevard and Lake Johanna Boulevard
approaches). This intersection is currently an all-way stop and operates at capacity in the peak
hour. Conversion of the roadway to a signalized intersection was reviewed, but the traffic flows
and required signal phasing also resulted in unacceptable levels of service. Because the
intersection is currently at capacity, the condition would not be alleviated by reduced
development in the AUAR study area.

Twin Lakes Parkway at Cleveland Avenue
This intersection would add an east leg to the eXlstmg intersection with the approaches
configured as shown in Figure 5.and wous could be constructed to the required geometry as
discussed in the detailed traffic study. This intersection would include eliminating the loop from
northbound 1-35W exist ramp to Cleveland Avenue to westbound County Road C.

Twin Lakes AUAR
Traffic, Air and Noise Analysis

-21-

8RF Consulting Group, Inc.
May 3, 2001
