<br />County Road C2 at Snelling A venue <br />This intersection would require the addition of a right-turn lane on the eastbound approach. As <br />an alternative, the intersection could be operated with "split phasing", but his is generally a less <br />desirable approach. These improvements are in addition to the planned right-infright-out at the <br />Twin Lakes Parkwayrrerrace Drive intersection with Snelling. <br /> <br />County Road C at Cleveland A venue <br />This intersection would require substantial modification, due in part to the reconstruction of the <br />I-35W exit ramp. Required improvements include: a second through lane and exclusive left-turn <br />lane would be required on the westbound approach; a second through lane on the northbound <br />approach; a second exclusive left-turn lane on the westbound approach; and, a second exclusive <br />left-turn lane and through lane on the southbound approach. This intersection is shown in detail <br />in Figure 5. <br /> <br />County Road C at Fairview A venue <br />This intersection would require the addition of exclusive right-turn lanes on all approaches, and <br />the addition of a second left-turn lane on the east and west approaches. However, it is unclear at <br />this level of analysis whether the additional left turn lanes could be accommodated due to the <br />existing development on the corner and the presence of the high-voltage utility lines and railroad <br />track on the south side of County Road C. If the left-turn lanes can be- added, the intersection <br />would operate at Level of Service D; if not, the intersection would operate at Level of Service E. <br />If no redevelopment of the Twin Lakes area took place, the intersection would operate at Level <br />of Service D with only single left-turn lanes on County Road C. <br /> <br />County Road C at Snelling Avenue <br />This intersection would require the following improvements: an exclusive right-turn lane on the <br />eastbound and westbound approaches; and a second left-turn lane on the northbound and <br />southbound approaches. However, even with these improvements, the intersection would <br />operate at level of service E as it currently does. An additional left-turn lane on County Road C <br />would reduce congestion, but the intersection would still operate at Level of Service E. The <br />major reason that the intersection would still operate at Level of Service E is the high north/south <br />through traffic, which would require an additional through lane on Snelling A venue. <br /> <br />County Road C At Prior A venue And Other Access Points <br />Access to County Road C (Cleveland Avenue to Fairview Avenue) would require modifications. <br />Access to County Road C would need to be reduced to maximize the capacity of the roadway <br />and to reduce potential vehicle conflicts. Without modification, vehicles turning onto County <br />Road C would experience significant delay and few acceptable gaps during peak hours, and the <br />safe and efficient operation of County Road C would be compromised. The intersection of Prior <br />Avenue is located1l4th mile from both Cleveland Avenue and Snelling Avenue and would <br />provide the most appropriate spacing for an additional signalized intersection on County Road C. <br />This intersection would enable consolidation of access points along County Road C on the north <br />and south side.
