<br />PROPOSED STREET CONSTRUCTION <br /> <br />I. GENERAL COMMENTS <br />City staff has worked closely with the neighborhood in an effort to develop preliminary <br />plans that meet the needs of both the neighborhood and the City at large. Because this is <br />a Municipal State Aid (MSA) roadway and we intend to utilize state funding, the roadway <br />must be constructed to meet minimum state standards. The preliminary design, as <br />presented in this report, meets all applicable guidelines. <br /> <br />In an effort to minimize disruption to the adjoining landscape and adjacent property <br />owners it is proposed to construct portions of this roadway to the narrowest width <br />allowed by state standards - 26 feet. In accordance with state standards, it is proposed <br />that parking not be allowed unless additional width is provided. The roadway will be <br />constructed with a 9-ton structural design, bituminous pavement, and concrete curb and <br />gutter. The concrete curb and gutter will be of the B618 straight-back type and will be <br />constructed on both sides of the roadway. With the exception of the segment of road that <br />cuts through Ladyslipper Park. The B618 curb style provides an edge guide for <br />snowplow equipment, minimizing sod damage. The new curb and gutter will be matched <br />into existing curb and gutter on adjacent streets. <br /> <br />Existing street grades will be altered where appropriate to improve drainage. Such <br />changes in street grade will be designed to keep driveway approaches at a reasonable <br />grade - preferably less than 10%. In many cases, minor grade changes on the roadway <br />will result in more reasonable driveway grades. <br /> <br />The existing manholes, fire hydrants, gate valves, and other similar structures will be <br />adjusted as necessary as part of this project. The sanitary sewer mains have been <br />televised, and those portions of the sanitary sewer mains that are in disrepair will be <br />replaced during construction. In addition, those residents with roots in their sanitary sewer <br />services will be given an opportunity to replace their services at their expense. The <br />watermain between the railroad tracks and Dale Street ofthis project needs to be <br />replaced. The cost of any watermain or sanitary sewer main replacement will be excluded <br />from the MSA portion of the project and financed by the appropriate utility fund. <br /> <br />If unsuitable material is encountered beneath the existing pavement during construction, <br />it will be removed and replaced with suitable backfill material. Any sod that is damaged <br />as a result of the project will be replaced. In order to match the new street, driveway <br />approaches will be removed approximately between the existing pavement and the <br />property line. The removed driveway will be replaced with similar material - asphalt or <br />concrete. <br /> <br />Project P-ST-SW-05-06 <br />S.
