<br />During construction, City staff will work with those property owners who wish to make <br />driveway improvements. The cost of any private driveway improvements is the property <br />owner's responsibility. <br /> <br />Staff will notify all owners of non-conforming driveways. Owners of these driveways will be <br />given an opportunity to bring their driveways into compliance or to go through the setback <br />permit or variance process as appropriate. <br /> <br />Efforts will be made to protect and retain the trees that currently exist in the right-of-way. <br />When necessary, however, trees will be removed to allow the proposed improvements. <br /> <br />Staff will work with other public and quasi-public utilities to coordinate other utility <br />improvements with the street reconstruction project. Minor changes to the existing electric, <br />telephone, and cable TV are necessary for this project. <br /> <br />II. <br />A. <br /> <br />SPECIAL CONSIDERA nONS <br />Street Design: <br />The new South Owasso Boulevard design shall meet all applicable MSA street design <br />guidelines where possible. When considering the new street cross section it is important <br />to take into account the existing street alignment, right- of- way, traffic volume and <br />parking needs. The existing conditions for all of these items were discussed in the <br />previous section. <br /> <br />1. Road Alignment: <br />The existing intersection of South Owasso Boulevard and Western Avenue is <br />fairly wide. We propose to "tighten" this intersection to 90 degrees to help define <br />driver right- of- way. We have determined that a three way stop sign is warranted <br />at this intersection. Also by making this intersection a stop condition, it <br />eliminates the issue of the curve not meeting state aid design speed. <br /> <br />Between The railroad tracks and Dale Street, the proposed alignment of the new <br />road is substantially the same as the existing alignment. This is due to right- of- <br />way constraints along the BNSF railroad right- of- way. <br /> <br />a. Ladvslipper Park Master Plan: As a part of the planning process City Staff <br />worked with the surrounding property owners on how a reconstructed S. Owasso <br />Blvd would relate to Ladyslipper Park. In January 2005, the Parks and Recreation <br />staff began a Ladyslipper Park master planning process. This process resulted in a <br />Park master plan that was adopted by the City Council in March 2005. The park <br />master plan called for the realignment of S. Owasso Blvd through the city parcels <br />located south of the road between Matilda and Marion Street. <br /> <br />Project P-ST-SW-05-06 <br />S.
