parking lane, would have impacts to the single family property owners on the east
side of the road. These impacts include tree removal, retaining wall construction,
driveway slope increases, and the shifting of the street 5 feet closer to their homes.
This would also impact the cost of the project.

Most of the driveways located along this section of street are long and wide
enough to accommodate at least two vehicles parked off ofthe right- of- way.

Between The railroad tracks and Dale Street, the property owners have indicated
that they would like to have on-street parking. As described in the existing
conditions section, the street right- of- way is 50 feet wide on the west end and
narrows down to 40 feet wide on the easterly end. The existing street is 28 to 30
feet wide, and there is no sidewalk. Although the property owners want parking
along this street, it is very difficult to accommodate their request for the entire
length of the street. It is possible to provide some 32 foot wide sections of the
road to allow for parking bays, however, we recommend that these be limited to
areas where there are no utility conflicts.

We follows is a discussion of the parking alternatives for the segment of road
Between The railroad tracks and Dale Street,

. 50 foot right- of- way area: One side parking requires a 32 foot wide
road. Adding in the thickness of the curb, the actual road width is 33 feet.
As a result, a 32 foot wide street with attached 8 foot sidewalk requires a
minimum of 41 feet of right- of- way. A 32 foot wide street, with a 6 foot
sidewalk and 5 foot boulevard, would require a minimum of 44 feet of
right - of- way.

This segment has railroad along the entire length, as a result, much of the
street widening, without the purchase of additional right- of- way, would
have to occur to the north toward residential properties. The impacts of a
wider street to the residential lots, as a result of a continuous parking lane,
would include tree removal, retaining wall construction, and the shifting of
the street 10 feet closer to the single family residential homes on the north
side of the road. Also, there are many utilities, including power poles,
cable boxes, and hydrants that would need to be relocated to allow for a
continuous 32 foot wide road.

. 40 foot right- of- way area: On the easterly end of the project, where
there is only 40 feet of right- of- way, we do not have adequate right- of-
way to accommodate a 32 foot wide street with an attached sidewalk.
